What is Tertiary Education Loans Scheme (TELS)?

Applications are now open for the students who have completed Year 13 (or Foundation Studies) in 2011 or thereafter, and can take loans under Tertiary Education Loans Scheme (TELS) to cover their Higher Education Institution’s Tuition fees. Moreover, an upper cap for the loan per student is set at 1.2 times the cost of the complete programme.

TELS Loan Categories

Loans are available under the following categories:
a. Students with over 250 marks in Year 13 studies (or equivalent in Foundation) in 2011 or thereafter who wish to enrol in Bachelor Degree Programmes on a fulltime basis (or who wish to enroll in Trade Diploma or Trade Certificate Programmes)

Step 2 : Next page will be opened, click on “Apply online” button.Registration page will be opened.

Click on “Register” button, enter the following details.

TELS For Existing Tertiary Students

All students who were enrolled in tertiary Higher Education Institutions in 2011 or thereafter in any degree, diploma or certificate programme, and who have shown satisfactory progress, and need tuition funding to complete their studies, can also borrow under this TELS scheme. An upper cap for the loan per student is set at 1.2 times the cost of the complete programme.

Accommodation Support Scheme

Full-time students can borrow to support their accommodation costs (hostel or rental), food expenses, and bus fares if traveling from home or rented premises. Preference is given to students from maritime and rural areas, and to students who study closest to their homes where a programme of study is available.

Scholarships For Serving Employees In The Public Service:
Applications are now open for members of the public service who would like to study as in-service for under graduate programme in the approved HEIs below and have completed Year 13 (or Foundation Studies) in 2011 or thereafter, and can take loans under this scheme to cover their Higher Education Institution’s Tuition fees. Moreover, an upper cap for the loan per student is set at 1.2 times the cost of the complete programme.

Applications: Students need to enroll directly in any of the approved Higher Education Institutions (see below) .They should submit the invoices to the Board within 1 week of the admission; within 4 weeks, the Institutions should also submit copies of the invoices directly to the Board for financial transfers.

Apply Online or pick up an Application Form from 26 Mc Gregor Road, Fiji Nursing Association Building, SUVA. Hardcopies can also be mailed to: Tertiary Scholarship and Loans Board, Private Mail Bag, Government Building, Suva

Loan Repayments:
Repayment will be at 20% of the gross salary when the graduate starts working. Defaulters will see the loan balance recovered from the guarantors.

Interest Rates:
The loans are interest-free for students from families with parental income of up to $25,000 per annum. For students from joint parental incomes of between $25,000 and $50,000, interest rate is 0.5 percent; those from families with incomes $50,000 and $100,000, interest rate is 1 percent, and those from families with incomes over $100,000, interest rate of 2 percent.

TELS Overseas Scholarships

Overseas studies will be merit-based and will apply only to programs that currently not available in Fiji, and which are high on Government’s priority for Fiji. Students will be responsible for obtaining their overseas offer letters from institutions. Students must present offer letters on confirmation of awards from the Board.

Eligibility:
Toppers who have Year 13 marks of 300 or more in English and 3 best subjects in 2014.

Scholarships will cover:
Tuition Fee; Accommodation (amount to vary depending on the choice of institution); Pocket Allowance; General Service Fee; Book and Materials Allowance .However, where other Governments are offering overseas scholarships in fields available in Fiji, these will be administered as per the intent of the donors. Where necessary, the scheme may support top-ups of allowances for students under these scholarships. For donor-funded scholarships, the criteria laid down by the donor agency shall be followed for selection.

Bonding:
All full-scholarship awardees will be bonded, which will be 1.5 times the period of the study.

Students need to apply to the Board no later than 4:00pm, 20th February, 2015 for the above TELS and Overseas Loans Scheme on prescribed forms.

Additional Simplified Procedure

The Tertiary Education Loans Scheme (TELS) is a government-funded scheme that provides loans to eligible students to help them pay for their tertiary education.

To apply for TELS, you will need to meet the following requirements:
** Be a Fijian citizen or permanent resident.
** Be enrolled in a full-time tertiary education program at a recognized institution in Fiji.
** Have a household income of less than $50,000 per year.
** Be able to demonstrate financial need.

Once you have met the requirements, you can apply for TELS by following these steps:
1. Go to the TELS website.
2. Click on the “Apply for a Loan” button.
3. Create an account and log in.
4. Complete the application form.
5. Upload the required documents.
6. Submit your application.

Your application will be reviewed and you will be notified of the outcome within a few weeks.

  2. I can’t use email with low network so, can I apply through hard copy? I am currently studying in USP.

    1. What is the reason of having a contact number 3301684/ 3301143 provided when nobody answers the call while the public calls.
      Its pure Bullshit and irresponsible for the relevant Dept./ person who handles the call queues. Come on you’re a Gov. Entity at least have the Courtesy to have the willingness to pick up the phone. If the number is not working, then please remove it from your website.

    Aboutt the password, should we include the semicolon and the braces or not?
    And also the username, should we include “tslb” too with the numbers?

    Customer Service staff need to do refresher courses pur-lease! It is long overdue!

    I am really happy with the allowances in Semester II 2016 as it has been divided into 2. I only hope that it be given monthly or fortnightly as we are still youths and are not very handy in Financial Management.

    Can anyone tell me where can I get the forms and when can I apply?

  48. I had applied for this loan scheme last year as I enrolled into Fulton College and later my application was rejected just after I had completed my final exams for semester 1. I was told that this scheme was only given to those who had completed their education from 2011 to 2013. A different explanation was given to me during their road show here in Lautoka where I clearly explained to them that I had left school for ten years and that I want to pursue my studies given this opportunity. I was clearly told that there was no barrier to this scheme since the government of the day wanted everybody to get educated. I managed to complete semester 1 with Fulton College and couldn’t get into second semester due to the loan being rejected and that I couldn’t afford to pay privately. My question is:
    1.Am I eligible to apply for a loan scheme this year and get started next semester with FULTON College?
    2.If yes, are the forms available from the Ministry of Education here in Lautoka for the next semester(beginning end of July)?

    I am really keen to go back to school but financial problems are holding me back and I beg if the government of the day could help me to get back to school this second semester.
