How To Apply For CIDA Property Developers Registration?

Every Property Developers who wishes to obtain a registration to engage in any Property Development Works, shall be registered with CIDA. Construction Industry Development Authority (CIDA), as the regulatory authority of the construction industry is mandated to maintain a Register of Property Developers to maintain the standards of Property Developers as per the Section No 41 and 42 of Construction Industry Development Act, No. 33 of 2014.The regulation on Registration of Property Developers has been published in the Gazette 2181/21 dated 25.06.2020,prescribing the criteria for registration of Property Developers grades, fees , standards of design and documentation to be adhered to.

Accordingly, CIDA intends to register property developers under two (02) categories;
a) Selling of Serviced Lands (L)
b) Lands and Buildings for selling / leasing or renting (LB)

The details of the registration scheme and fees including the application form relating to the registration process can be downloaded in CIDA website http://www.cida.gov.lk Application forms for registration also be collected from the Information Centre of CIDA at 123, “Savsiripaya” Wijerama Mawatha, Colombo 07, from 9.00 am to 3.00 pm during working days. Duly filled applications together with relevant information should be submitted to Director (Development), CIDA, “Savsiripaya” Wijerama Mawatha, Colombo 07.

It is to be noted that, as per the provisions of CID Act any ‘person’ who contravenes or fails to comply with any provision of the Act or any regulation made thereunder shall be guilty of an offence under the Act.

Additional Simplified Procedure

Here’s a guide on applying for CIDA Property Developers Registration in Sri Lanka:

1. Eligibility:
** Your company must be incorporated and registered in Sri Lanka.
** Minimum 51% ownership should be by Sri Lankan Nationals.
** Possess adequate financial resources and technical expertise for property development projects.

2. Registration Grades:
CIDA registration for property developers has four grades (A, B, C, and D), each with different project value limits. Choose the grade that aligns with your company’s experience and project value range.

3. Application Process:
a) Documents:
** Duly filled Application Form (downloaded from CIDA website or collected from their Information Center).
** Certified copies of company registration documents.
** Financial statements (Balance Sheets, Profit & Loss Accounts) for the past 3 years, audited by a registered Auditor.
** Bank statements reflecting financial standing.
** Details of past property development projects undertaken (if any), including project value, completion certificates, etc.
** Curriculum Vitae of key personnel involved in property development projects.
** Other documents as specified in the Application Form or Guidelines.

b) Fees:
** Application fees vary depending on the registration grade you apply for. Check the Fees section of the application form or CIDA website for current rates.
** Bank draft or pay order payable to “Construction Industry Development Authority” for the application fee.

c) Submission:
Submit the completed application form with all supporting documents and the fee payment to the CIDA Information Center:

Timing: 9.00 am to 3.00 pm on weekdays.

4. Additional Information:
