Initial Issuance of a Residence Card:

Residence card is a legal document that helps people to engage in different kinds of legal relations and to use banking, insurance, medical and other services. Residence card may be temporary or permanent.

Who is eligible to obtain a residence card and on what basis?:
Any stateless person (a non-citizen), living permanently in Georgia, and foreigners, who have obtained a permanent residence permit and have the right to legally reside in Georgia are eligible to apply for the residence card.

Who may be the applicant for obtaining a permanent residence card?:
Any person above 14 years of age may be an applicant of obtaining a permanent residence card.

Upon receipt of a permanent residence card, a person may:
1. obtain a residence card without changing the registration (if already registered in Georgia);
2. register to a new address based on a consent of a property owner;
3. register “without address”.

How to obtain a permanent residence card?:
Please contact the Public Service Hall and submit following documentations:
** A consent of a property owner (when registering to a new address);
** Proof of legal grounds for permanent stay in Georgia (decree on renunciation of citizenship, the permit issued by Civil Registry, order on cessation of a citizenship);
** Foreign ID card;
** In case of necessity – original of birth certificate;
** Photos may be taken at the Public Service Hall.

Terms of service and the state duty:
On 10th business day: Free of charge
On 5th business day: 5 GEL
On 3rd business day: 10 GEL
In 24 hours: 25 GEL
On the same day: 50 GEL

Who is eligible to apply for Electronic Permanent Residence Card?

The following persons are eligible to apply for Electronic Permanent Residence Card :
** A capable person of full legal age, in person;
** A minor who attained 14 years of age;

** A legal representative (parent, guardian or custodian) of a minor (under 18 years of age), except for a person from age 16 to age 18 having a registered marriage;
** A guardian of a ward.

Validity term of Electronic Permanent Residence Card :
Electronic Permanent Residence Card shall be issued to an interested person for the term of 5 (five) years;

When is Electronic Permanent Residence Card to be replaced?
Electronic Permanent Residence Card subjects to replacement in the following cases :
** If the document validity term expires;
** In case of name or surname change;
** In case of established inaccuracies in records;
** If unusable (damage, wear out) or lost;

Who is eligible to pick up a ready Electronic Permanent Residence Card?
A ready Electronic Permanent Residence Card shall be delivered to :
** A person of full legal age holder a residence card;
** A minor holder of a residence card who attained 14 years of age;
** A legal representative of a minor (under 18 years of age), except for a person from 16 years of age to 18 years of age, having a registered marriage;
** A guardian of a ward;

Note: an interested person, while applying for Electronic Residence Card, may request the delivery of the document by post to his indicated address.
