PSH Initial Issuance of an ID Card

Identity card (ID card) of a citizen of Georgia is a document verifying a person’s citizenship of Georgia, identity and legal residence.

ID card of a citizen of Georgia contains two pages, it is printed and filled in Georgian and English languages in accordance with ICAO standards, and in Autonomous Republic of Abkhazia it is filled also in Abkhazian language.

ID card fosters a citizen to receive educational and medical (insurance and other medical services) services, to be integrated in various types of legal relations.

When does the necessity to take ID card of a citizen of Georgia emerge?:
A citizen of Georgia is liable to take ID card within 6 month period after he/she reached the age 14.

Any person, who obtained or granted with citizenship of Georgia, is also obliged to take ID card.

When does the necessity for registration of a citizen of Georgia emerge?:
Liability for registration by address according to a place of residence is raised since birth registration, in case a person owns several places of residence, he/she has to be registered according to one of the places of residence.

How can I take ID card of a citizen of Georgia?:
In order to receive ID card, apply to Public Service Hall or any territorial offices of Civil Registry Agency.

Notes:
** An applicant may be a legal representative of a minor citizen under age 14 and above the age 14 a minor citizen as well as his/her legal representative.
** Only interested person is authorized for an application of issuance of ID card for majors.

In order to take ID card, you are required to have:
** Birth certificate;
** In case of granting citizenship of Georgia for a foreign citizen, a passport of the relevant country or residence certificate issued in Georgia;
** Householder’s agreement form filled, property document and written confirmation of two majors on residence of a person to be registered for the last one month.

If persons under age 18, also, persons under guardian and care are registered together with their parents, guardians, trustees, or other legal representatives, in such case, householder’s agreement is not required for their registration.

Registration of a person under age 18 on other address is allowed only under the written consent of one of the above mentioned persons.

Payment receipt and two color bio-photos may be taken in Public Service Hall.

If you take initial ID card (residence certificate) and do not have the photo or the document issued before or your identity is not ascertained due to ageing or other reasons towards the photo attached to application form, identity to the presented photo may be confirmed in written by any major person (head of kindergarten or comprehensive school, local inspector, attorney, head of administration prison/place of detention, chief of military unit, representation of Autonomous Republic of Abkhazia, verification is made my relevant seal).

If the documents submitted do not confirm your citizenship of Georgia, you shall additionally submit a document verifying your citizenship of Georgia or a document verifying your residence on the territory of Georgia within legal term.

In case your residential place is not firmly connected to land and at the same time, identification of address gets impossible, you are allowed to register without address.

Validity of registration is 6-month period.

When does the necessity to replace ID card emerge?:
A citizen is obliged to replace ID card in the following circumstances:
** Change of place of residence;
** Expiry of validity for ID card;
** Change of name or surname;
** Determination of inaccuracies in the records;
** Worthlessness for use
** Loss of ID card

How can I receive ID card if I am abroad? :
In case you are abroad, you are able to appeal to the diplomatic representation of Georgia abroad or consular offices with the application on receipt of ID card.

ID card is prepared within one month.

A person whose citizenship is terminated is obliged to submit a passport to Public Service Hall or any territorial office of Civil Registry.
