Refugee Travel Document :

You may be issued a refugee travel document if you have been granted refugee status in Finland that has not been suspended or cancelled.

Submit your application in person at a police service point:
Submit your application for a refugee travel document in person at a police service point. Every applicant must submit an application of his/her own regardless of his/her age. You cannot fill in the application form beforehand; the police will print out a form for you, which you will then have to sign.

Bring with you:
** a passport photo
** a certificate of identity

You have to pay a processing fee when you submit your application. If you have been issued a refugee travel document before, please attach it to your application if possible. The previously issued refugee travel document must be returned to the police, at the latest when you pick up the new refugee travel document.

Apply for a new travel document before the old one expires
Your first refugee travel document will be issued by the Finnish Immigration Service. Remember to apply for a new refugee travel document while your current one is still valid. If you do so, the police can issue your new refugee travel document, provided that the requirements for issuing one have been met and the Finnish Immigration Service has not reserved the right to decide on the matter.

A refugee travel document is valid for a maximum of five years.

Service of the decision (notification):
The Finnish Immigration Service will send the decision to the address you have given by post against an advice of deliverÿ, or the police will notify you of the decision. If the decision is positive, you will receive your refugee travel document at the same time. The appeal period begins when you have been notified of the decision.

You will need to verify your identity at the post office. A list of identity documents accepted by Posti can be found on Posti’s website.

If you do not have an identity document accepted by Posti, you can give a written authorisation to a person who has an accepted identity document.

Processing fees :
** A fee will be charged for the processing of an application. The processing fees mentioned on this page apply to applications that were submitted in 2017.
** If you fill out an electronic citizenship application, the application fee will be charged via the e-service.

** If you fill out another type of application online, you can pay the processing fee via the e-service or when you visit the authority to verify your identity and present the original copies of documents that you are required to attach to your application.

** If you submit a paper application, you pay the application fee when you hand in the application to the authority. The fee will be collected by the authority you submit your application to.

Payment methods :
** In the e-service, you can use your internet bank or the most common credit cards to pay the fee (Visa, MasterCard, Diners Club or American Express).
** At the service points of the Finnish Immigration Service in Finland, you can use cash, the most common debit cards and Visa, Visa Electron and MasterCard to pay the fee.

** If you submit your application at a Finnish mission (embassy or consulate), you should contact the mission beforehand to find out how to pay the processing fee.

** Submitting an application electronically costs less than submitting an application in a traditional paper form. All applications cannot, however, be submitted electronically. A list of applications that can be submitted electronically can be found under E-services.

** The fee is collected for the processing of the application, and it will not be refunded even if you cancel your application. The fee will also not be refunded even if the decision on your application is negative.

** The processing of your application does not start before you have paid the processing fee. If you do not pay the processing fee, your application for a residence permit, travel document or revocation of a prohibition of entry will expire.

** The fees of the Finnish Immigration Service are determined by the Ministry of the Interior Decree 1522/2016. Please note! Certain applications are free of charge by virtue of the above mentioned Decree. The applications that are free of charge have been listed at the bottom of this page.
