International protection means asylum, or refugee status; subsidiary protection and humanitarian protection.

The Finnish Immigration Service determines whether an asylum seeker is a refugee when it makes a decision on his/her application. Refugee status is granted to those who are given asylum or accepted by Finland under the refugee quota.

An asylum seeker can also obtain a residence permit on the basis of subsidiary protection or humanitarian protection but will not have refugee status in that case.

Applying For Asylum:
You can apply for asylum in Finland if you reside outside your home country or permanent country of residence because you have just reason to fear being persecuted there because of:
** your origin
** your religion
** your nationality
** your membership in a certain social group or
** your political opinions.

A condition for applying for asylum is that because of your fear you are unwilling to turn to the country concerned for protection.

You must ask for asylum from border control authorities or the police upon arrival in Finland or as soon as possible thereafter.

You may only apply for asylum in Finland while within the territory of the state of Finland. You may not apply for asylum to a Finnish diplomatic mission abroad or by contacting Finland by regular mail or email from abroad.

Submitting the asylum application:
Ask for asylum from border control authorities or the police upon arrival in Finland. These authorities will take the preparatory measures related to your application. They will establish your identity, travel route and your means of entry into Finland and direct you to a reception centre, where you will be accommodated while your application is being processed.

Asylum interview:
The Finnish Immigration Service will invite you to an asylum interview approximately six months from the date on which you submitted your application for asylum.

At the interview, you may describe verbally the persecution you were subjected to in your home country or country of permanent residence, other violations of and threats to your rights and reasons thereto as well as any other problems you may have. You will be able to describe in detail the facts related to your case and produce any proof thereof. If you have documents that you want to refer to in the handling of your case, bring them along to the interview unless you have already handed them over to authorities at an earlier date.

Processing the asylum application:
Your application for international protection will be handled using either a regular or an accelerated procedure.

Qualifications for obtaining international protection are always assessed individually. In the assessment, consideration is given to your circumstances in your home country or country of permanent residence as described by you and determined by the Finnish Immigration Service as well as to the information available to the Finnish Immigration Service about the general conditions in the country concerned.

The decision will be based on your account, any additional clarifications you might provide, and the results of investigations carried out by authorities in your case. The matter shall be settled in your favour if you have contributed to the investigation of your case and the authority involved is convinced that the grounds presented are credible. In addition, your situation must fulfil the requirements for obtaining asylum, subsidiary protection or humanitarian protection.

If you are not granted a residence permit, the Finnish Immigration Service will at the same time make a decision on refusal of entry or deportation in your case. Prohibiting of entry into Finland may also be imposed in connection with refusal of entry and deportation. The prohibition will be for a fixed period or it may be a prohibition to arrive in one or more Schengen countries until further notice. Schengen countries include practically all EU member countries as well as Norway, Iceland and Switzerland
