1. Import goods under the QIP outside the Free Zone and duties and taxes are burden by the state.
** Shall have Master list Approved by Council for Development of Cambodia;
** Shall apply Customs Permit through National Single Window, attached by invoice, packing list, bill of lading, authorization for representative and other relevant documents.

2. Goods in the list of Prohibited and Restricted Goods in force.
** Shall have license, permit, certificate and/or other legal documents in advance from competent Ministries or Institutions of the Royal government;

3. Goods of the Ministries or Institutions of Royal Government, where duties and taxes are burden by the state.
** Shall have request letter from the Ministry or Institution of the Royal Government with the permission from the Ministry of Economy and Finance;
** Shall apply Customs Permit through National Single Window, attached by invoice, packing list, bill of lading, authorization for representative and other relevant documents.

4. Import goods under the framework of grand aids, humanitarian aids, cooperation financing (loan), where duties and taxes are burden by the state.
4.1 Grand Aids, Humanitarian Aids:
** Shall have the approval from Council Development of Cambodia (Cambodia rehabilitation and Development Board);
** Shall apply Customs Permit through National Single Window, attached by invoice, packing list, bill of lading, authorization for representative and other relevant documents.

4.2 Cooperation Financing (loan):
** Shall have master list approved by Ministry of Economic and Finance;
** Shall apply Customs Permit through National Single Window, attached by invoice, packing list, bill of lading, authorization for representative and other relevant documents.

5. Import goods with exemption of import duties and taxes for or by foreign diplomatic or consular mission, international organization and agencies of technical cooperation of other governments for using in the exercise of their official functions and their personnel uses.
** Shall have the approval from the Ministry of Foreign Affairs and International Cooperation;
** Shall have the approval from Ministry of Economic and Finance on customs duty and tax exemption;
** Shall apply Customs Permit through National Single Window, attached by invoice, packing list, bill of lading, authorization for representative and other relevant documents.

6.Personnel effects for person migrating to Cambodia.
** Shall have the approval from General Department of Customs and Excise of Cambodia;
** Shall apply Customs Permit through National Single Window, attached by invoice, packing list, bill of lading, authorization for representative and other relevant documents.

7. Goods under temporary admission.
** Shall have the approval from General Department of Customs and Excise of Cambodia;
** Shall apply Customs Permit through National Single Window, attached by invoice, packing list, bill of lading, authorization for representative and other relevant documents.

8. Other goods subject to the decision of Government or Minister of Economy and Finance.
** Shall have the approval form Government or Minister of Economy and Finance;
** Shall apply Customs Permit through National Single Window, attached by invoice, packing list, bill of lading, authorization for representative and other relevant documents.
