What is Customs Valuation?
Customs value of imported goods is the value which is used as the basis for customs tax and duty calculation by multiplying this customs value with the rate of customs duty. Tax and duty calculated with this method is called Ad Valorem Duty. Importer or relevant individual must declare customs value in the customs declaration, and this value declaration is subject to be verified by competent customs officers.

Methods of Customs Valuation
In accordance with the existing regulations, customs value can be determined through these 06 methods:
** Transaction Value
** Transaction Value of Identical Goods
** Transaction Value of Similar Goods
** Induction Value
** Calculated Value
** The Last Method.
Customs value may be determined through any of the above 06 methods, but must be done in consequence from the first method: Transaction Value. Provided that the first method cannot be used, the second method shall be applied; and if the second method cannot be applied, the third method shall be applied in such order, and that one method may not be skipped unless inapplicable.
Based on international best practice, the first method (Transaction Value) is the most commonly used method for determining customs value (covering over 90% of the trades).Both the WTO and WCO strongly encouraged their members to use this method as extensively as possible before applying the following methods. In this regard, Cambodia customs also use Transaction Value method to determine customs value..
Aiming to improve the awareness and understanding of traders and the public regarding customs valuation, the GDCE published a short brochure explaining the application of the first method (Transaction Value). In case the first method is not applicable, related traders may seek advice about the application of other methods from competent customs officers.
For exportation, the value used as the basis of calculation of export tariff is the value of the goods at the Cambodia’s border checkpoint of(Article 22, Law of Customs)
Decentralization of Customs Valuation
Decentralization of customs valuation is the delegation of authority to make decision on customs value from the competent officers at the GDCE headquarter to the customs officers at the local customs checkpoint offices. This decentralization contributes to a more facilitative export-import procedure for traders by enabling them to directly get their consignments valued at the border checkpoints rather than the headquarter. As a result, the amount of time and cost of customs clearance is reduced.
So far, decentralization of customs valuation has been made based on three risk criterion which are geographical location, types of consignment, and traders as follow:
** Customs checkpoints bordering with Vietnam, Thailand, Laos, and at international airport
** General type of consignments, except for high-risk consignments such as motor vehicles, telecom equipment, petroleum products, beverages, gambling-related goods, and used goods etc.
** High compliant traders as recognized by the GDCE. Among those are best traders who are not required to undergo customs valuation procedure during importation.
Exemption of Customs Valuation Procedures
Certain types of consignment that fulfill the following criterion are not required to have their declared value verified by competent customs valuation officers:
a. Non-commercial importations by legal entities such as embassies, state institutions, and other organization where tax and duty are to be made as state burden
b. Other non-commercial importations as humanitarian donation, personal use, sample, exhibition good to be re-exported, personal effect for residential moving, and low-value importations of border-crossing passengers and near-border residents.
c. Importation consignments of best traders and investors at Special Economic Zone.
