Applying For Learner Permit/Licence:

National Driver Licence Service:
When you have successfully completed and passed your Driver Theory Test, you may apply for a Learner Permit or Licence in the appropriate Vehicle Category. Learner Permits and Licences are issued by the National Driver Licence Service.

The National Driver Licence Service or NDLS, is the name given to the new, dedicated service which will receive applications for Learner Permits and Driver Licences. Security and safety are at the heart of the new service which will be delivered consistently throughout the country.

Applying for your Learner Permit or Licence:
In order to apply for your Learner Permit/Licence, please follow the steps set out below:
** Download a Learner Permit Application Form or select an appropriate Driver Licence Application form from the list provided here.
** Read the guidance notes and complete the form. An NDLS Eyesight Report is required with all first time Learner Permit applications. Download an Eyesight Report Form.
** Make sure you have all the necessary supporting documents, including your Driver Theory Test Certificate. Lack of supporting evidence is the main reason that applications are delayed or rejected.

** Visit www.ndls.ie to find a list of accepted evidence of identity, proof of address and PPSN. Lack of supporting evidence is the main reason that applications are delayed or rejected.
** Book an appointment to visit and NDLS Centre, this should mean that you will not spend longer than 30 minutes at the centre. Remember you can visit any NDLS centre to apply for your licence / permit.

** Visit the NDLS centre to submit your application, where your photograph will be taken and your signature captured electronically.
** In the vast majority of cases your permit will be put in the post within 5 to 8 working days after your visit.

Please Note the following regarding Residency and Learner Permit Applications :
To apply for a learner permit you must be able to demonstrate that you are normally resident in Ireland; this generally means that you live here at least 185 days each calendar year because of work or personal ties.

If you are studying or working abroad you may still be considered normally resident in Ireland provided you return here regularly. Where a person lives some part of the year outside of Ireland the question of personal, family and community ties helps determine whether or not you are normally resident.
