How To Give Waste Disposal Request in Sri Lanka?

Ships (or agents acting on their behalf) must send to the MEPA up to 24 hours in advance of arrival on the amount of waste they intend to land by logging onto bellow link and filling in the online waste disposal request form for the Marine Environment Protection Authority of Sri Lanka.

This eService facilitates the Ships (Ship Captain/ Ship Owner/ Shipping Agent) to send Advance Notification Forms/ Waste Disposal Request and Ballast water reports before entering to any Sri Lankan port.

Ships can submit the Advance Notification independently or together with the Waste Disposal Request (WDR). Also the user can submit a WDR independently after entering to the territorial waters of Sri Lanka. Further all the ships entering to Sri Lankan ports shall inform MEPA of their ballast water hold.

Procedure of Submitting an Advance Notification together with a Waste Disposal Request:
** Please click ‘Advance Notification Form’ in the home page.
** Select the port where to deliver the waste
** Then fill all mandatory fields and tick ‘Request Waste Delivery Reception Facility’ tick box.
** Ship shall add the Amount for at least one waste type of Waste for Discharge.
** If the ship type is ‘Chemical Tanker’ Ship shall add the Amount for MAPROL Annex 2 – NLS mandatorily.
** The ships can select preferred service providers for each waste category if required.
** Once you fill the details click on ‘Submit’ button.
** Then the system will displays a success message with the Advance Notification Number and displays the submitted data in a form.

Procedure of Submitting an Advance Notification individually:
** Please click ‘Advance Notification Form’ in the home page.
** Select the port from given dropdown.
** Then fill all mandatory fields without ticking the ‘Request Waste Delivery Reception Facility’.
** Click on ‘Submit’ button.
** Then the system will displays a success message and displays the submitted data in a form.

Procedure of Submitting a Waste Disposal Request individually:
** Please click ‘Waste Disposal Request Form’ in the home page.
** Select the port where to deliver the waste
** Then fill all mandatory fields.
** Select preferred service providers for each waste category if required.
** Click on ‘Submit’ button.
** Then the system will displays a success message and displays the submitted data in a form.

Procedure of Submitting a Ballast Water Report:
** Please click ‘Ballast Water Form’ in the home page.
** Then fill all mandatory fields.
** Click on ‘Submit’ button.
** Then the system will generate a unique reference number for the ballast water report and the reference number shall be displayed to the user for further information

Additional Simplified Procedure

The process for requesting waste disposal in Sri Lanka depends on the type of waste and your location. Here’s a breakdown of the two main scenarios:

1. Ship Waste Disposal:
If you’re a ship arriving at a Sri Lankan port, you’ll need to submit an advance notification to the Marine Environment Protection Authority (MEPA) prior to arrival. This can be done online through their eService portal: eService Sri Lanka: http://www.eservices.mepa.gov.lk/

Here’s the process:
** Go to the eService portal.
** Click on “Waste Disposal Request Form” on the homepage.
** Select the port where you intend to deliver the waste.
** Fill out the mandatory fields in the form with details about your ship and the waste you’re carrying.
** You can also select preferred service providers for waste disposal if required.
** Submit the form. The system will acknowledge your request and display the submitted information.

2. Domestic Waste Disposal:
For household or regular waste disposal, you’ll need to contact your local authority. Waste collection and disposal responsibilities fall under the purview of local authorities like Municipal Councils, Urban Councils, or Pradeshiya Sabhas.

Here’s what you can do:
** Search online for the contact details of your local authority based on your area.
** Call them to inquire about waste collection procedures and schedules.
** They might advise on any waste segregation requirements in your area.

Note:
In some cases, there might be private waste collection services available. You can explore those options as well, but make sure they are licensed and dispose of the waste responsibly.
