FANR Regulated Materials Licence

In accordance with Federal Law by Decree No 6 of 2009, Concerning the Peaceful Uses of Nuclear Energy, a licence is required to carry out activities involving ionising radiation.

Any business or governmental organisation including entities operating in free zones, which possess, use, manufacture, handle, store, import or export, transport and dispose of radioactive materials, X-ray generators or other sources of ionising radiation must apply for a FANR licence.

Fees Information

The fees imposed on licensees for the issuance and renewal of a licence to conduct a regulated activity relating to regulated material is based on Cabinet Resolution No (8) of 2014 Concerning Licence Fees and Services Provided by the Federal Authority for Nuclear Regulation. Please be informed that licence fees must be paid at either FANR’s Headquarters in Abu Dhabi or at FANR’s office in Dubai at the time of licence collection. The licence must be collected without due delay upon the receipt of an email notification from FANR to collect the licence.

Payment methods are as follow :
** e-Dirham – the e-Dirham charge is AED3 levied by First Abu Dhabi Bank
** credit card – the credit card charge is 2.5% of the total amount of the paid fee

What is the Federal Authority for Nuclear Regulation (FANR)?
Under Article (4) of Federal Law by Decree No. 6 of 2009, Concerning the Peaceful Uses of Nuclear Energy (the Nuclear Law), FANR was established as a public organisation with an independent legal personality, full legal competence and financial and administrative independence in all its matters.

FANR is managed by a Board chaired by H.E Dr Ahmed Mubarak Al Mazrouei. The Director General, Dr. William Travers, oversees the work of the Authority under the Board’s control.

Why do I need a Licence from the Authority before I can use ionizing radiation?
Under Article (23) of the Nuclear Law, a licence from the Federal Authority for Nuclear Regulation is required to carry out practices involving ionizing radiation. This applies to all legal entities, whether private or public, and includes entities operating in free zones.

I have been licensed by a competent authority under Federal Law No 1 of 2002. Do I also need a licence from FANR?
The Nuclear Law has repealed the previous Federal Law No. 1 of 2002 regarding the Regulation and Control of the Use of Radiation Sources and Protection Against their Hazards. The new Law gives Licensees 12 months from September 2009 to adjust their status and be licensed by FANR.

When do I need a Licence from FANR?
Any business or Government organization which is or intends to become involved in possession, use, manufacture, handling, storage, import/export, transport and disposal of radioactive materials, X ray generators or other source of ionizing radiation, must apply to the Federal Authority for Nuclear Regulation (FANR), (Article 25) (Article 23) of the Nuclear Law.

What sources of ionizing radiation does FANR License?
FANR licenses all radioactive sources including radiography, well logging and nuclear medicine practices. It also licenses generators of ionizing radiation such as all X ray machines, including medical and dental X rays and security scanners.

Are there any exemptions from licensing?
As a general rule, all practices which use radioactive material or sources must hold a valid licence from FANR. Under Article (26) of the Nuclear Law, the Board of FANR may, within the limits of international commitments and agreements, exempt certain facilities and activities from the requirement for licensing, provided that such facilities and activities do not represent a substantial threat to safety.
