PUB Registration of CCTV Contractor

PUB has begun registration for sewer pipelines’ CCTV contractors since June 2012. From 1 Jan 2013, only registered contractors are permitted to conduct CCTV inspection works. This effort aims to ensure the safety of inspection and cut down on malpractices.

Members of the public are advised to hire only registered CCTV contractors as reports submitted by unregistered contractors will be rejected.

Registration Procedure

Any CCTV contractor who wishes to apply for registration must meet the requirements as set out in Section C below. All applicants will be notified of the outcome of their application. All successful contractors will be listed on PUB website from 1 September 2012.

Validity of Registration

1. The registration is valid for a period of three years. Registration will thereafter lapse automatically unless a renewal is filed and approved by PUB.
2. Renewals shall be made one month before the expiry of the validity period.

Certificates of Competency/Proficiency

a. All Applicants/Contractors must employ one or more competent staff who possess the following certifications :
i. Either one of the following :
(A) Certificate of Competency in WRc (Water Research Company, plc UK) Sewer Pipeline Assessment and Certification Course – conducted by VSEA Engineering Solutions Pte Ltd; or

(B) Certificate of Proficiency in Sewer Pipeline Assessment Certification Programme conducted by SgSTT for Part 1 & Part 2 :
Part 1 on CCTV Inspection of sewer.
Part 2 on Interpretation of CCTV videos and preparation of Reports
AND
ii. Certificate of Proficiency in Sewer & Manhole Cleaning

b. Please note that the staff whose name is submitted for registration must be employed full-time and cannot be employed by another company even if the companies are related (e.g. subsidiary, holding company).

Conditions Of Registration

Authority of PUB

1. PUB may de-register or suspend the registered contractor for a period of up to 12 months if the contractor fails to meet the requirements set out under the Terms of Registration, and/or if the contractor commit any of the following

a) contravenes any Safety Acts and the Sewerage & Drainage Acts and regulations while carrying out the CCTV inspection works;
b) fails to submit Form B (Registration For Approval of Works Affecting Public Sewerage System);
c) submits inaccurate/false CCTV inspection reports to PUB.

2. PUB may publish the names of the de-registered/suspended contractors in the PUB website. The contractor will only be allowed to re-register with PUB after the suspension is lifted.

Update of Company’s Particulars

1. Every registered company is required to advise PUB immediately of any changes in its management status, address (both mailing and email addresses) or any other pertinent particulars which may occur from time to time.

2. It should be noted that registration status is accorded to the company on the basis of the company’s particulars at the time of registration and PUB reserves the right to revoke the registration status in the event of any development or change in the company’s particulars which, in the opinion of PUB, renders the company unsuitable to be accorded the current registration status.

3. Any notification of change of company’s particulars should be in writing and accompanied by copies of the supporting documents, and shall be sent to the following address
