Approval for Repairing of Arms :

Criteria For Applicant, Directors/ Partners And Staff :
1. The applicant must be :

i. a Singaporean or Permanent Resident of Singapore;
ii. at least 21 years old at the time of application;

iii. must be the following business stakeholders as registered with the Accounting and Corporate Regulatory Authority (ACRA)
:
** A Director – For Companies;
** A Partner – For Partnerships, Limited Partnerships (LP) and Limited Liability Partnerships (LLP);
** The sole Proprietor – For Sole Proprietorships

2. The applicant, directors/partners and staff who will be directly involved in the handling of arms or explosives must fulfill the following criteria :
** be a fit and proper person e.g. free from criminal record; and
** have the relevant experience and knowledge in the handling of arms or explosives.

Criteria For Company :
The company must be registered with the Registry of Companies and Businesses

Storage/ Repair Facilities :
There must be proper and secured facilities for :
(a) the repair of arms and their component parts; and
(b) the display and storage swords, spears, spearheads, bayonets and daggers.
Explosives must be stored in an approved magazine and arms must be stored in an approved armoury.

Application Procedure :
The applicant is to required submit the following to the Licensing Officer within 5 working days from the date of submission of the application :
(a) a catalogue or brochure showing the type of arms or explosives that he intends to deal in/ manufacture/ repair; and
(b) documentary proof showing his experience in handling arms or explosives.

The supporting documents must be faxed or posted together with the acknowledgement slip generated by PLUS to the following address :

Note : “Arms” includes firearms, airguns, air-pistols, automatic guns, automatic pistols, and guns or any other kind of gun from which any shot, bullet or other missile can be discharged or noxious fumes can be emitted and any component part of any such arms, and bayonets, swords, daggers, spears and spearheads.

No Arms (including Airsoft or BB Guns) or Explosives or Explosive Precursors or any component parts of any Arms or Explosives shall be imported or exported via parcel post.

Licensing Conditions For Licence To Repair Arms :
The repair of arms shall be restricted within the approved premises as stated in the licence. Licensee shall not carry out such activities in other premises without the prior approval from the Licensing Officer.

The licensee is required to maintain a Register showing the following particulars:
(a) the date on which the arms are received for repair;
(b) the name and address of the person / organization from whom received;

(c) the description and quantities of the arms;
(d) the details of the repair carried out; and
(e) the date on which the repaired arms are returned to the owner

** The licensee is required to notify the Licensing Officer of any change of address before shifting to a new address.

** The licensee shall submit the particulars of all new employees (Name, NRIC, address and designation) to the Licensing Officer for approval before they are employed.

** Where any person ceases to be employed by the company, the licensee shall notify the Licensing Officer within 14 days of the cessation of employment.

** The licensee shall immediately report to Police upon detection of any signs / indications of unauthorised access or loss of any arms or any component parts of any arms.

** The licence is issued subject to all the provisions of the Arms and Explosives Act (Chapter 13) and of the Rules made there under.
