The “Statement” is a one-off special certificate issued to Macao residents who are not eligible for a travel document which entitles them to travel to Hong Kong but need to go there in an emergency

Certificate:
1. Statement to prove the applicant is in application procedure
2. Certificate to prove the document is copied from the applicant’s dossier
3. Certificate issued according to the information in archives

Target Groups and Application Eligibility:
Macao residents who are not eligible for a travel document which entitles them to travel to Hong Kong but need to go there in an emergency (e.g. attending family funeral, seeking medical treatment, visiting critically-ill relative, summoned by a consulate or a court in Hong Kong, etc.)

Application Approach:
The interested person (or a representative) and his/her guarantor (a Macao permanent resident) going to the Residents Subdivision together for application

Documents to be Presented:
The original should be exhibited for authentication if a copy is submitted

Required Documents:
1. A completed application form for the Statement;
2. Copy of the interested person’s Macao Identity Card;
3. Proof of urgent need to travel to Hong Kong;
4. Other relevant proof or document;
5. 3 photos of 1.5-inch, full face, no-hat, white-background, coloured / black-and-white;
6. Copy of guarantor’s Macao Identity Card.

In case of travelling to Hong Kong for medical treatment, the document listed above in Point 3 refers to an official letter from the Centro Hospitalar Conde de São Januário and a medical certificate issued by a doctor.] Charge (or Tax)

Quality Criteria:
By 15:00 of the next working day [Please see Remark 3.]

Remark:
1. In case of travelling to Hong Kong for visiting a patient or for a family funeral, the applicant should be a direct relative of the patient or the deceased.
2. In case of travelling to Hong Kong for medical treatment, the document listed above in Point 3 refers to an official letter from the Centro Hospitalar Conde de S. Januario and a medical certificate issued by a doctor; no guarantor is required.
3. “Quality Criterion” refers to the time of processing required by service units (excluding time of waiting in a queue) calculated in the following manner: from the moment when the service unit received and confirmed that all the required documents had been correctly prepared.
