Apply For Ordinary Passport :

Eligible persons:
An Ordinary Passport shall be issued to any Rwandan who fulfills the necessary requirements to facilitate his/her travels outside the country.

Where application is made?:
The application shall be submitted to the Directorate General of Immigration and Emigration head office or to its office in the District where the applicant resides. In a foreign country, the application shall be addressed to the Rwandan Embassy or Consulate in his/her country of residence.

Application fees:
50,000 Rwf or its equivalent in foreign currency.

Processing time:
For first application, the processing time is 4 working days and 2 working days for second application.

Necessary requirements
A. A Rwandan Aged Over 16 years:
1.First application:
** Fill the application form in capital letters and sign in the indicated box : do not put your name and date unless it is your usual signature; if you do not have a signature, put your names, the same applies to children.
** Attestation from your cell of residence;
** Photocopy of identity card;
** Application letter addressed to the Director general of Immigration and Emigration;
** Receipt of 50,000 Rwf paid to RRA;
** One clear coloured passport size photo with white background recently taken without glasses, cap or scarf;
** Physical presence of the applicant.

2.Renewal of Passport :
** Fill the application form in capital letters and sign in the indicated box : do not put your name and date unless it is your usual signature; if you do not have a signature, put your names, the same applies to children
** Application letter addressed to the Director general of Immigration and Emigration;
** Receipt of 50,000 Rwf paid to RRA;
** Photocopy of the previous passport and a copy of identity card;
** Bring the previous passport when coming to pick the new one;
** One recent clear coloured passport size photo with white background;
** Physical presence of the applicant.

NB:
The expired passports that are to be brought back when renewing are those issued since January 2004

B. Application for minors (under 16 years old):
Requirements:
** Fill the form in capital letters;
** Birth certificate from sector offices;
** Parents’ marriage certificate issued from the sector level;
** Copy of both parents’ identity cards;
** Application letter addressed to the Director General of Immigration and Emigration signed by both parents consenting to the issuance of the passport;
** Receipt of 50,000 Rwf paid to RRA;
** One clear coloured passport size photo with white background;
** Physical presence of the child accompanied by both parents.

NB:
I. For a child with unmarried mother, the mother is required to bring the certificate of celibacy; when the child stays with the father, the latter should present a certificate of recognition; both documents are issued by sector authorities.
II. For a child whose one parent is dead, the living parent should present the death certificate for the deceased partner.
III. For a child who lost both parents, the child’s guardian should attach to the requirements his legal guardianship and death certificate of both deceased parents.
IV. For a child living with one of the divorced parents, to the application documents, the parent who stays with the child should add a court notice of divorce

V. Application for an adopted child, additional requirements are as follows:
** Application letter addressed to the Director General of Immigration and Emigration
** Copy of adopter’s identification documents;
** Birth certificate of the adoptee;
** A certified copy of certificate of adoption;
** A copy of judicial confirmation;
** Application letter by the Ministry of Gender and Family promotion (MIGEPROF).

VI. For a child whose one or both parents reside abroad, add the following to the requirements:
** Copies of valid identification documents used in the country of residence and a letter of attorney written by the parent(s) approved by the Rwandan embassy in the country of residence authorising the guardian to apply for the child’s passport on their behalf.

Requirements for Renewal of passports for minors
** Fill the form in capital letters;
** Birth certificate from sector offices;
** Parents’ marriage certificate issued from the sector level;
** Copy of both parents’ identity cards;
** Application letter addressed to the Director General of Immigration and Emigration signed by both parents consenting to the issuance of the passport;
** Receipt of 50,000 Rwf paid to RRA;
** One clear coloured passport size photo with white background;
** Physical presence of the child accompanied by both parents;
** Photocopy of the previous passport;
** Bring the previous passport when coming to pick the new one.

3. Requirements for the Passport applicant residing abroad (Rwandan Diaspora)
** Fill the application form in capital letters;
** Application letter addressed to the Director General of Immigration and Emigration;
** Receipt of 50,000 Rwf paid to RRA;
** Copies of valid documents used in the country of residence (resident permit, consular card; identity card, passport, etc)
** One recently taken clear coloured passport size photo with white background;
** If the applicant is not present , then should give a letter of attorney approved by the Rwandan embassy in the country of residence or the public notary of the hosting country to someone who will submit the application on his/her behalf.

4. In case of loss, theft or damaged passport
** The Directorate of Citizen Services provides proof of ownership for the lost passport (in case of loss or theft)
** To bring a passport loss certificate from the National police;.
** In case the passport was lost abroad, the applicant should bring the police certificate from the country where the passport was lost and a travel document used while coming back to Rwanda;
** Fulfil all necessary requirements again for passport application;
** To attend an interview explaining how the passport was damaged or lost;
** Pay a fine of 25,000Rwf in addition to the passport fee of 50,000Rwf (in the event of loss, theft or damage)
** On loss of passport applicant has to wait for 30 days from the date of application to get his or her new passport as provided for by the immigration law.

NB:
a. Ordinary passport is issued within 4 working days, the day of application submission is not taken into account.
