How to Obtain a Car Driver License:

I. Receiving authorities: Motor Vehicle Offices of city and county governments.

II. Qualifications of applicants:
1. The applicant must be at least age
2. Have had a resident permit for over 1 year.

III. Required documents:
1. The certificate, allowing the stay or residence period for over 1 year. The period from the date of issuance to the date of expiry must be over 1 year, e.g. Alien Residence Certificate A R C.
2. The original and a photocopy of the applicant’s passport.
3. 3 identical 1-inch, bust, front photos taken within the past 6 months. Composite photos will not be accepted.
4. Driver License Registration Form must be the original certified with a raised seal or stamp by public hospitals, public health offices or those designated by the government’s motor vehicles offices proving the qualification of the physical examination and physical capability examination.
5. A learner permit proving that the applicant has more than 3 months’ learning experience for driving or a foreign official driver license.

IV. Fees: Enrollment: NT$450 Driver license: NT$200

V. Attention:
1. Foreigners are not allowed to take the test for the professional driver licenses.
2. The qualified physical examination and physical capability examination and the result of written test will remain valid within 1 year.
3. A driver license will be issued only after the applicant passes both the written test for traffic regulations and road test. Those who fail to pass the written test or road test can retake the test 7 days later.

How to pay the fines for traffic violations :
I. Please contact the motor vehicle offices of city and county governments for payment of traffic fines.
II. Please contact the Taipei City Traffic Adjudication Office for payment of traffic fines in Taipei City.

III. Please contact the Transportation Bureau, Kaohsiung City Government for payment of traffic fines in Kaohsiung City.
IV. Please contact the Taichungi City Traffic Adjudication Office for payment of traffic fines in Taichung City.

V. Please contact the New Taipei City Traffic Adjudication Office for payment of traffic fines in New Taipei City.
VI. Please contact the Tainan City Traffic Adjudication Office for payment of traffic fines in Tainan City.

Convert foreign driver license into a Taiwan driver license :
I. Basic rules :
1. Foreign nationals should apply for a car driver’s license replacement based on the principles of equality and reciprocity between the Republic of China (ROC) and their nations.

2. The application should be filed within one year starting from the following day of the foreigner’s entry.
II. Receiving units: Motor Vehicle Offices of city and county governments.

III. Qualifications of applicants:
1. At the age of 18 and more.
2. Have had a resident permit for over 1 year.

IV. Required documents:
1. A certificate, e.g. Alien Resident Certificate, proving that the foreign applicant has lived in the ROC for one full year.

2. 2 identical 1-inch bust, front photos taken within the past 6 months. Composite photos will be accepted.
3. The original and a photocopy of the applicant’s passport.

4. The original and a photocopy of the valid and official driver’s license issued by a foreign nation, and certificate.
5. 1 copy of the Driving License Registration Form paste one photo with a qualified physical capability examination report.
