Terms and Conditions:
Please take time to read these terms and conditions carefully. Acceptance of these terms and conditions is by you continuing to access this website (the “Site”). Please note that a reference to “the Minister” means the Minister for Transport, Tourism and Sport and “RTOL” means the Road Transport Operator Licensing Unit of the Department of Transport, Tourism and Sport.

This online service allows road transport operators to:
** submit a licence application
** manage existing licences
** submit requests to update members, vehicles, transport managers, addresses, on existing licences
** submit requests for replacement documents

In the future, additional online services and features for other types of applications may be added to this online facility.

General Rules:
No actions can be performed unless the road transport operator agrees to the terms and conditions. All road transport operators are required to register where they will be issued with a unique online ID which is used to log in to the authenticated site. Road transport operators cannot register for more than 1 online ID using the same email address. The email address for account registration is used as the official operator email address on the approved licence. Road transport operators cannot make direct changes to licences. Submissions are approved or rejected by RTOL staff.

Registration:
Registration for online access is a two step process. A user must first “Register for Online Access”. An email is sent with an activation link at which time the user must “Activate online access”.

Login Process:
Each road transport operator login account is accessed via the online ID and password. If the user has forgotten their online ID or password they may retrieve these using links on this page.

Request and Activate Management of Existing Licence:
In order to request the management of an existing licence the road transport operator must be registered on the public web access site. Once the online request is received by RTOL an activation letter will be sent to the operators business address. The operator can activate management of their licence by using the information in the activation letter.

Licence Application:
Any user can submit a new licence application and there are no restrictions on how many licences a road transport operator user can apply for. The user must be logged into the authenticated section of the RTOL site to submit a new application.

In order to be issued with a licence, an operator is required to meet the requirements of:
** establishment in the state
** be of good repute
** satisfy professional competence
** be of appropriate financial standing

The Minister may refuse any application where he or she considers that any of the requirements to obtain a licence are not met, where any false declaration is made, or if the application is not satisfactory or is abandoned. The Minister may undertake such additional checks or seek any additional information before granting an application, including vetting checks with An Garda Síochána, as he or she sees fit.

The Minister may share details about operators and relevant persons with enforcement authorities in Ireland and the EU, and on request with other Government Departments and their agencies. The information provided in this application will be held on computer by the Minister.

Once the licence is granted, certain licence information is published by the Minister on the Department’s website and may be inspected by members of the public at any time. Any false declaration made in this application may be prosecuted and can lead to a fine of up to €50,000. This form and the appropriate Garda Vetting Forms, Infringement Form, document used to demonstrate financial standing and fee together constitute the application.

Manage Members:
Members cannot be managed for “Sole Traders” or “Partnerships”. Any change to these formation types requires a new application form. Only one request for manage member can be opened against the selected licence. Completed Garda Vetting Application Forms and Infringement Forms will be required to approve new members.

Manage Vehicles:
Only one request for manage vehicles can be opened against the selected licence. Sufficient financial standing is required to add a new vehicle. Insufficient financial standing will block completion of a request. If a vehicle is being removed, all vehicle specific licence documentation must be returned to RTOL.

Transport Managers:
Only one request for manage transport managers can be opened against the selected licence. The applicant must attach a completed Garda vetting Application Form and an Infringement Form for each transport manager to be added to the licence.

Manage Addresses:
Only one address change request can be opened against the selected licence.

Refund Policy:
Your application will not be processed until such time as supporting documentation for the application has been received and validated by RTOL.

The supporting documentation required for each application is set down in the online application system. It is your responsibility to forward any outstanding information.

Application fees are non-refundable. You are not entitled to claim a refund or part refund in circumstances where you no longer require a licence.

Duplicated applications:
In circumstances where an applicant has made a duplicate application a refund of the last application made will be arranged. The Minister is not liable in respect of any credit or debit card fee that may be charged by your bank or card provider.

Security:
To ensure the security of your credit/debit card information which you enter on this Site, we use Secure Socket Layer (SSL) technology. This is an industry standard technology designed to prevent information in transit over the internet from being intercepted. Your debit or credit card information is not retained on this Site; rather it is securely transferred to Realex Payments, a secure online payments provider. We retain the right to enhance, amend and update our security procedures at any time without notice.

Notwithstanding the measures taken, you should be aware that there are certain risks associated with internet communications. You acknowledge that the internet is a media over which we have no control. The Minister is not liable for any loss or damage arising out of payment transactions conducted on this Site. In respect of any other loss or damage suffered or alleged to be suffered, our liability to you shall not, to the fullest extent permissible under applicable law exceed the costs of licence fee.

Complaints:
If you are not satisfied with any aspect of our services or you believe the services you have received fall short of what is outlined in our customer service charter you have a right to complain, preferably in writing. We will acknowledge all formal complaints within ten working days and respond to you in writing. All complaints will be dealt with fairly and independently under our complaints investigation procedure and if we have made a mistake we will do our best to put things right.
