Instructions for Domain Name Registration :

Instructions for each item in the domain registration form.

1. PLEASE SPECIFY WHETHER THIS IS A NEW APPLICATION, A MODIFICATION TO AN EXISTING REGISTRATION, OR A DELETION

Names should comprise only the letters a-z, the digits 0-9 and the dash.

2. THE NAME OF THE DOMAIN :
This is the name that will be used in tables and lists associating the domain with the domain server addresses. It should consist of a short word which identifies the organisation registering the domain.
Names should not begin or end in a dash.

THE GOV.LK DOMAIN NAMING STRUCTURE :
2.1 All central government ministries, departments, provincial level organizations and diplomatic missions abroad will be registered under the gov.lk domain.
2.2 Central government agencies (Ministries, Dept, Commissions, etc) should be registered as Third Level Domains under gov.lk domain.
2.3 Provincial Councils (PCs): PCs are registered in the third level and agencies under PCs (Ministries, Departments, etc) are registered under the fourth domain level.
2.4 District Secretariats: Each District Secretariat is registered as fourth level domain under dist.gov.lk domain
2.5 Divisional Secretariats: Each Divisional Secretariat is registered as fourth level domain under div.gov.lk domain.
2.6 Local Government (LG) agencies: Each local government agency is registered as fourth level domain under respective third level domains reserved for different types of LG bodies, which are as follows: mc.gov.lk for Municipal Councils, uc.gov.lk for Urban Councils and ps.gov.lk for Pradeshiya Sabhas.
2.7 Diplomatic missions: Diplomatic missions of Sri Lanka abroad (Embassies and High Commissions) are registered as fourth level domains to represent the country under embassy.gov.lk domain.
2.8 All government organization should follow the Domain Nomenclature Guidelines for domain embassy.gov.lk as described below.
2.9 Single short name (word) should be used when it makes sense to establish the identity of the agency (eg. immigration, customs, statistics, tourism, etc.) provided such name is not a common/generic name which is shared by more than one agency. Such a short name is less likely to be impacted by change of Government machinery (e.g. Ministries). However if the short name is common for more than one agency (e.g. health, education, labour, etc.) the agency type (Min, Dept, etc) should be suffixed/prefixed with the domain name. e.g. labourdept.gov.lk, labourmin.gov.lk .
2.10 Abbreviations could be used when they are easy to remember (moe, mof, mod, mia etc). This is more appropriate for agencies with permanent existence (e.g. departments)
2.11 Prefix or suffix D or M could be used to denote Department or Ministry and letter “O” could be inserted to denote “Of” within an abbreviation to make it more memorisable. e.g. moe.gov.lk for Ministry of Education
2.12 Use shorten forms if it makes sense (met for meteorology, exams for examinations)
2.13 When unrelated/multiple subjects have been assigned to one ministry, choose most important or well known subject (which is less likely to change) for the domain name. Eg.pubad.gov.lk
2.14 In case of Districts, Divisions and Local Government agencies where the area name is long it can be shortened in a meaningful and memorisable manner.

3. ORGANIZATION INFORMATION :
** The name of the entity represented, that is, the organisation being named.
For example: Ministry of Education
** Service providers submitting registrations on behalf of their customers, should give the name of the Government Organization, not the name of the Network Service Provider or organisation submitting the request.
** Name of the head of the organization
** Head contact number – mobile phone/ office phone
** Head email address

4. REASON FOR SELECTING THIS DOMAIN NAME :
Domain names will generally be assigned based on the ICT policy of web domain naming convention.

For every registration, we need administrative, technical contacts of a domain and we MUST have an e-mail address for the technical contact. Also the title, mailing address, phone/fax number, organisation, and mailbox is required.

5. THE NAME OF THE ADMINISTRATIVE CONTACT :
The administrator is the contact point for administrative and policy questions about the domain. The Domain administrator should work closely with the personnel he has designated as the “technical contact” for his domain. In this example, the Domain Administrator would be the Administrator of the Ministry of Education, not the Administrator of the organisation running the name server (unless it is the same person).

The person in charge of computing would be more appropriate for the admin contact than the Head of the Institute.

6. THE NAME OF THE TECHNICAL CONTACT :
The technical contact handles the technical aspects of maintaining the domain’s name server and resolver software, and database files. He keeps the name server running. More than likely, this person would be the technical contact running the primary name server. The technical contact may be at the Internet service provider.
