DELNI Publication Scheme

The Freedom of Information Act requires the Department for Employment and Learning (DEL) to adopt and maintain a publication scheme that sets out the information we intend to pro-actively publish as a matter of routine.

The purpose of a publication scheme is to ensure that a significant amount of information is available, without the need to make specific information requests.

Who we are and what we do:
The Department for Employment and Learning (DEL) is one of twelve government departments headed by Ministers of the Northern Ireland Executive.

The Department was originally established as the Department of Higher and Further Education, Training and Employment under the Departments (Northern Ireland) Order 1999 (No 283 N.I.1) with its functions set out in the Departments (Transfer of Functions and Assignments) Order 1999 (No. 481) and the Departments (Transfer of Functions) Order (Northern Ireland 2006 (No.192).

It was, however, renamed as the Department for Employment and Learning under the Department for Employment and Learning Act (Northern Ireland) 2001 c.15.

The principal activities of the Department are the funding of higher, further and adult education, student support and other matters related to tertiary education; and the provision of a comprehensive range of training and employment programmes and of services related to the labour market.

Financial Statements:
The Department publishes it’s Resource Accounts once they have been approved and all legislative requirements have been met.

Capital Programme:
Since 2003 the Department has worked closely with the Further Education sector to support capital developments. This has been delivered through conventional procurement, Public Private Partnerships and programme allocations. Pay And Grading Structures:

Awarding Contracts:
The Department awards contract to deliver its services or to carry out individual exercises through the Central Procurment Directorate (CPD). Guidance for purchasers and providers as well as advice on how to apply for these opportunities is available from the CPD website external link. We will indicate in our Publication Scheme if there is a charge for a copy of the publication you request. The following charging policy will apply unless otherwise stated within the scheme.

Publications are free of charge from our website (i.e. there is no charge by the Department, although the user will have to meet any charges imposed by their Internet service provider, personal printing costs, etc). Whilst it is intended that the majority of information contained in our Publication Scheme will be posted on our website, there may be certain publications which will only be available by post. For those without Internet access, a single printed version of the document will be available by post from:

The Department reserves the right to charge for the production of multiple copies of documents, which are otherwise free of charge. The Department also reserves the right to review its position on charging.
