Blue Badge Scheme :
The Blue Badge Scheme provides eligible people parking concessions to remove barriers to accessing services and facilities.

Applying for a badge:
You can apply either through your local authority or via the blue badge application form (external link) on the GOV.UK website.

Blue badge holders:
There are rules for how blue badges are used and how they must be displayed. If you are a badge holder you must comply with these rules. These are explained in the Guidance on blue badge user rights and responsibilities in Wales. When you apply for the badge, you will sign to accept the rules.
Badge holders must return their badges to their local authority when they expire. Badges must also be returned when the badge holder dies.
Using the blue badge in the European Union:

Organisational rights and responsibilities:
Organisations that use vehicles for transporting disabled people who would qualify for a blue badge, are able to apply for a blue badge. Read the Guidance on blue badge organisational user rights and responsibilities for more details.
Administering the scheme:
Local authorities are responsible for deciding who is eligible to receive a blue badge. Authorities need to read ‘Blue Badge Scheme in Wales: Guidance to Local Authorities 2014’ below for specific details.
Independent Advisory Service:
An Independent Advisory Service has been commissioned to assist local authorities in processing applications for a badge that are difficult to determine. The service will be delivered by occupational therapists working throughout Wales.
What documentation will I need to provide to the local authority to support my application?:
A recent award letter from Disability & Carers Services (DCS). If this is lost you can get another copy by calling 08457 123 456.

An award letter from the Service Personnel and Veterans Agency. They can be contacted on: 0800 169 22 77.

The formal notification required to register as severely sight impaired is a Certificate of Vision Impairment signed by a Consultant Ophthalmologist.
However applicants will often be registered with local authority’s Social Services Departments.
Who do I contact to apply for a badge?:
The Blue Badge scheme is managed by local authorities. You should contact them directly for inquiries, information or an application form to apply for a badge.
Your local authority will decide if you are eligible for a badge. If they decide that you are not eligible and you think that they did not take account of all the facts, you may provide additional information and ask them to consider your application again. You cannot appeal to the Welsh Government.

You can also apply for your blue badge on line at www.direct.gov.uk.
A local authority will refuse to issue a badge if they have reason to believe that the person applying for it is not who they claim to be, that the badge would be used by someone else or that you have already been issued with a badge by another local authority.
