Apply For Driving/ Road License :

The objective of this system is to monitor and control the issuance of driving licenses with a view to addressing the problem of fake licenses which are the cause for many road accidents.

This is because the system allows everybody to obtain any license and drive any car one prefers. However under the current system holders of driving license of certain class will be obliged to drive only such a class upon which he was tested for and not otherwise. At the initial stage the applicant must have the certificate of competence from department of transport which will show the type of class the applicant has been tested and qualify.

Applying driving license for the first time:
** Must have attended any recognized driving college and awarded a certificate
** Must have more than 18 years of age for motor vehicles and 16 years of age onwards for motorcycles
** Must have a learner/provisional driving license
** Must have an eye test certificate
** Must have applied to transport department for testing
** Must go to department of transport with a car for testing

Lost of Driving Licence:
If you lose your driving licence you should contact the traffic police, who will validate your declared information through the system and provide you with a loss letter. You must take this letter to the ZRB and pay TZS 20,000 and you will be given a duplicate copy of your driving licence.

Road License:
The Road Transport Act no.7 of 2003 provides that “no person shall use or cause or permit to be used a motor vehicle or trailer in respect to which there is not in force a road license sticker granted under the Act” unless a notification has been made to the Authority in the prescribed form that, the vehicle has been laid up. The road license sticker shall be for period of one year from the date of issue.

In case a registered owner of a motor vehicle who is absent from Zanzibar, he or she may authorized in writing any person to act on his or her behalf to make application for license of a motor vehicle and a person shall satisfies the road transport licensing officer that he has been authorized in writing for that purpose.

When is a Road License Sticker Renewable?:
The validity of the new road license sticker commences on the day immediately following the expiry of the previous one. However the process of renewing can start the day of the expiry of the license sticker.

What Happens When a Vehicle is not in Use?:
If the owner of a motor vehicle or trailer informs the Licensing officer that he does not intend to use it for any reason and surrenders its registration plates, he shall be exempted from license fees from that date up to date he reclaims the registration plates, The Licensing Officer will acknowledge receipt of the surrendered registration by marking and endorsement on the vehicles registration certificate, which the vehicle owner retains.

What happen if the owner of a Vehicle fails to Notify Non-use or to renew the License?:
** The Registrar/Licensing Officer may at any time after the expiry of any licensing year of the motor vehicle or trailer cancel its registration. When this is done any person in possession of the registration plates of such vehicle shall surrender them to the Registrar/Licensing Officer.
** The Registrar/Licensing Officer can notify the Police and Police shall proceed to the place where the motor vehicle or trailer is lying and remove its registration plates and return them to the Registrar/Licensing Officer. The expenses involved shall be met by the owner of the vehicle.
** Where the registration of a vehicle has been cancelled, a license can not be issued to such a vehicle until it is registered again and the prescribed registration fee paid.

What about lost/stolen of Road Licence Sticker?:
** A Police Statement.
** A RC Letter announcing the loss

Important:
It is the owner of the document, who suppose to lodge in the application himself/herself.
