Who can take a Neutral Identification Card?:
A Neutral Identification Card is available to legitimate residents of the Autonomous Republic of Abkhazia and the Tskhinvali Region who do not possess a Georgian citizen’s identification.

How can I take a Neutral Identification Card without leaving home?:
In order to receive a Neutral Identification Card from home, you should fill out the electronic application form on the web-site of the Public Service Hall Application Form upload your photo, present other documents as required by the law, contact the remote-service operator and in face-to-face online communication mode express your wish to receive Neutral Identification Card.

Which documents establish the fact of legal residence in Abkhazia or Tskhinvali Regions?:
The following documents can be used to establish legal residence in the Autonomous Republic of Abkhazia or the Tskhinvali region:
** Passport of the former Soviet Union, with an entry on the place of residence;
** Reference issued by the Government of the Autonomous Republic of Abkhazia or Provisional Administration of the former South Ossetian Autonomous District that establishes the residence of the person on the relevant territory;
** Birth certificate or any ID document of a minor (under 18 years) or incapable person as well as of a person born after December 31, 1992, together with any abovementioned document of a parent/legal guardian that establishes the residence of the person on the relevant territory, or their Neutral Identification Card.

What technical parameters are necessary for online application for a Neutral Identification Card?:
For online application for Neutral Identification Card one will need a web-camera, headset and microphone.

How much is the fee and the time required for issuing a Neutral Identification Card applied for online?:
Issuance of a Neutral Identification Card via online application takes 10 working days after the documents have been presented and the fee is 10 Georgian Lari.

What is a Neutral Travel Document?:
A Neutral Travel Document is an identification document that establishes one’s identity both on the territory of Georgia and abroad. It allows legitimate residents of the Abkhazia and Tskhinvali regions to travel abroad without having to acknowledge Georgian citizenship. The Government of Georgia will start issuing Neutral Travel Documents in the near future.
