Malta Motoring School Application

Information for submission of an application:
Applicant must duly fill in Application Form DRV13 – Motoring School Application obtainable from the Licensing and Testing Directorate (LTD), Hornworks Ditch, Floriana, weekdays between 7.30am and noon.

Application must be submitted and must include the required documentation. Application must be submitted by the applicant to the Licensing and Testing Department against a fee of €120.00.

Application submitted must include the following docs:
** Recent Police Conduct Certificates of applicants, Directors, shareholders or partnership.
** The registration number of each motor vehicle which will be used for the instruction of learners which will need to conform to the requirements of the regulations (S.L.65.18) and to have been declared as fit for such purpose by the Malta Transport Authority.
** Personal details of the licensed driving instructors to be employed
** The value added tax (VAT) registration number of the authorized operator
** A certified copy of the Trading Licence
** Appropriate insurance cover of the Motoring School

Step by step instructions for submitting an application
Applicant must duly fill in Application Form DRV13 – Motoring School Application obtainable from the Licensing and Testing Directorate, Hornworks Ditch, Floriana, weekdays between 7.30am and noon, or from the Authority’s website maltatransport.com.
Application must be submitted by the applicant to the Licensing & Testing Directorate against a fee of €120.00
Some information is required about the vehicles to be used, etc.

If the applicant of the new Motoring School is not already a qualified instructor and wants to act as a driving instructor, s/he will be required to sit for the driving instructor test as follows:
** Theoretical Test;
** Driving Ability and Fitness Test;
** Instruction Ability and Fitness Test.

Costs are as follows:
Application €12.00
Each Test €23.25
Issue of Permit €12.00
Driving Instructor Tag €12.00
Theory Test €30.25 (€22.10 if re-siist required)

One can operate a Motoring School without being a driving Instructor himself/ herself on condition that qualified Driving Instructors are employed to give the service. Applicant shall then be contacted for a vehicle inspection at the Authority’s Technical Unit. On successful completion he shall then be granted the permit to operate as a Licensed Motoring School.

Validity – Renewal:
Permit is valid for a period of 1 year and will be renewed against a fee of €120.00 every year subject to continued compliance.

Fees – application costs:
€120.00 on application and upon renewal

Time for evaluation of application:
The applications are processed within 7 working days from the date when all necessary documentation is submitted.

Reasons for refusal and means for appeal:
License will only be granted if all the documentation is in order and presented as requested with Application DRV 13.
The authorisation to keep a Motoring School shall be subject to withdrawal on suspension by the competent Authority if the School is not properly run or for any infringement of these regulations committed by the operator or any of his licensed driving instructors.
Any person aggrieved by any decision of the Authority not to grant or renew, or to suspend, or to revoke a license, or to impose conditions, limitations or exclusions therein or therefore shall have the right to enter within twenty one days from the notification of such decision an appeal before the Administrative Review Tribunal established under the Justice Administrative Act.

Cross Border provision of services:
Since this service activity requires the setting up of a driving school with the use of approved vehicles and engagement of licensed driving instructors, service providers from other MS will still need to comply with these requirements.
