Host Family Licence Application :

The teaching of English is a very important part of the tourism sector in Malta. Government had put in place a scheme in order to regulate the provision of accommodation for these students in the homes of Maltese residents.

This scheme ensures that the service provided by these ‘host families’ is up to the required standard. This application is in terms of the Malta Travel and Tourism Services Act 1999.

Application:
1. Application submitted and registered with the Licensing Administration Section.

2. Documents to be submitted with application:
a. Copy of ID card or passport
b. Recent Police Conduct of applicant,
c. Site Plan and lay out plan of proposed dwelling to scale, together with a detailed description of rooms, clearly indicating bedrooms and bathrooms to be used by tourists.

2. Evidence that applicant has good command of English.

3. Number of bedrooms to be used and number of beds to be used by guests to be indicated.

If guests are not contracted through an agreement with an EFL school an inspection by Quality Assurance inspectors is affected. Otherwise a declaration, jointly signed by the applicant and the sponsoring school or educational institution, that the accommodation complies with the provision of the Regulation.

Validity – Renewal:
A licence is valid for a period of one year .The keeping of standards is a condition for license
however a license is needed and valid for one year.

Fees – application costs:
Nil

Time for evaluation of application:
If application is duly completed and all docs are forwarded correctly license can be issued within 10 working days.

Reasons for refusal and means for appeal:
An application for a ‘host family’ licence can be refused if:
1. Applicant does not provide a valid clean Police Conduct certificate.
2. Not all documents are submitted.
3. Quality Assurance Inspectors do not confirm premises to be in accordance with LN 130 of 2002

Means of appeal:
Applicant can appeal against the decision by filing an appeal with the Tourism Appeals Board set up in accordance with Article 14 (8) and the Third Schedule of the Malta Travel and Tourism Services Act within fifteen days from the day the decision was communicated.

Cross Border provision of services:
The service is meant to be provided by residents of the Maltese Islands. If a condition ‘not to be used for commercial purposes’ has been included in the permit issued by the Ministry of Finance (Acquisition of Immovable Property Act) the premises cannot be used for a host family operation.
