Aircraft Registration:

INTRODUCTION :

1. DGTA is responsible for the registration of aircraft or Unmanned Aerial Vehicle (UAV) on behalf of Malaysian State Airworthiness Authority (MSAA). Airworthiness Board (AB) is the approving authority for aircraft registration. Aircraft/UAV which are registered with MSAA shall be allocated a tail number with the prefix M.

2. Aircraft operators can request for aircraft registration with MSAA subject to the following requirement ;
a. The aircraft is owned by the Malaysian Armed Forces (MAF).
b. The aircraft is operated by members of the MAF in the course of their duties.
c. Aircraft owned or operated by SAO who opt to register with MSAA.
d. Aircraft owned by non-SAO but operated by or on behalf of SAO.

RESPONSIBILITIES :
3. The respective Design Acceptance Representative (DAR) is responsible for submitting the registration application form and other relevant documents to DGTA. In the event that the applicant has no assigned DAR, a representative by the State Aircraft Operator (SAO) is required to act as the signatory for the application form.

4. SO2 Airworthiness Board in DGTA is the process owner for managing the application for aircraft registration by SAO.

REGISTRATION PROCEDURE :
5. Application for aircraft registration to SO2 AB, DGTA is required to be submitted by DAR or the relevant representative complete with the following documents;
a. Application form DGTA – REG 1.
b. An official letter stating the aircraft will be used for State operation.
c. Evidence of Ownership.
d. Type Design.
e. Export CoA. (If applicable)
f. Type Certificate.
g. Type Certificate Data Sheet.

6. Verification check on the abovementioned documents will be conducted by SO2 AB at the applicant’s premise. Upon successful completion of verification check, SO2 AB shall table the application for approval by AB.

7. After approval by AB, DGTA shall allocate a registration number to the aircraft which is normally the same registration number requested by the applicant in the application form. However, AB is the approving authority for the type of registration number.

About Us :
The concept of airworthiness management for state-registered aircraft was approved by the RMAF Chief of Air Force Advisory Committee in 1996. In conjunction with this approval, the Directorate of Technical Airworthiness (DTA) was set up as an adhoc organization within the Engineering Branch in RMAF Headquarter, Ministry of Defence.

The adhoc DTA was headed by Major Ir Hj Kamarulzaman bin Zainal (now retired) and he reported directly to the RMAF Chief Engineer who was also acting in the capacity as Technical Airworthiness Authority (TAA) as well as the Technical Airworthiness Regulator (TAR).

  1. I would like to know if the registration process in Malaysia showing the aircraft, type, registration, owner etc is similar to the American FAA and the Australian CASA.

  2. What are the requirements for Malaysia Aircraft registration markings and does Malaysia require a secondary ID plate to be installed on the acft near the main entrance or on the tail near the manufactures ID plate? What regulations can I refer to for this information?
