Applying for Identity cards :
An identity card is a form of photographic proof of the card holder’s identity. In some case, an identity card can also be used as a travel document and the card includes a chip to enable access to e-services.

Applicants can also ask for additional data such as their health insurance information to be incorporated into their identity card, in which case the card can be used instead of a personal health insurance, or “Kela”, card at pharmacies and medical centres.
Identity cards are issued by the Police on application. Identity cards can also be issued to foreign citizens and minors on certain conditions. Temporary identity cards can be issued on special grounds.
Identity cards are valid for five years at a time. Temporary identity cards can be issued for a maximum period of four months. Each individual can only have one valid identity card at a time.
Applying For Identity Card:
Identity card applications can be submitted via the Police’s e-services portal or in person at a police licence services point. You can take your application to any police licence services point regardless of where you live. Finnish missions in other countries do not process identity card applications.
All applicants must visit a police licence services point in person. If the identity card is for a minor, the minor in question must be present when the application is submitted.
Avoid queueing by booking an appointment:
If you need to visit a police licence services point in person, the best way to avoid queueing is to book an appointment in advance using the Police’s appointments booking service. You can also call the police station and book an appointment over the telephone. Please note that the largest police stations tend to be very busy, and the earliest available appointment may be far in the future.
Applicant identification:
Identity card applicants must prove their identity by bringing along a valid passport or identity card. The Police will be able to identity you without these documents, but this may take a long time. If you do not have a passport or an identity card, bring your driving licence and any other documents that you think could be used to verify your identity. If you no longer have your previous, valid identity card in your possession, you must report it as lost. See Lost/stolen identity cards.
Supplying a photograph:
The easiest way to supply a passport photograph to the Police is to visit a photography studio that can send your photograph to the Police electronically. The photography studio will give you a receipt with a unique photograph code. You can then enter the code in your online application or show it to the licence services staff when you submit your identity card application. The Police will be able to use the code to find the correct photograph from the server.
If your passport or previous identity card was issued less than six months ago, the photograph associated with that document can be used in your new application. You can also bring a printed photograph to the police licence services point.
For an identity card application, you need:
** 1 passport photograph that must be no more than six months old
** a document proving your identity when you visit a police station in person
** your online banking codes, electronic identity card or mobile ID if you submit your application electronically

Using an identity card as a travel document:
An identity card can also be used as a travel document instead of a passport. Please note that minors’ identity cards issued without the guardians’ consent, foreign citizens’ identity cards and temporary identity cards cannot be used as travel documents.
