The new disabled parking permit, introduced in 2001, is a plastic-laminated card that displays the name and photo of the holder, validity details and the EU logo.

Unlike the earlier permit, the new one is not assigned to a specific vehicle. The new permit is valid in all Member States of the EU. You must pay the licence fee when submitting the application.

Applications for a disabled parking permit may be submitted using an online form. The required attachments (photos and medical certificate) may also be attached online. Using the form requires strong authentication (online banking IDs or an identity card with a microchip).

The licence fee must be paid before submitting the application. Once the permit has been issued, it may be mailed to the address given by the applicant if the applicant does not wish to collect it in person. The applicant may select the type of delivery on the online form or inform the local police of the type of delivery required if submitting a paper form at the local police service point.

When applying for a parking permit, the following must be attached to the online application form or presented when submitting the application in person to the local police:
** 2 photos (preferably black and white)
** a completed disabled parking permit application
** a medical certificate detailing the applicant’s illness, handicap or disability and its severity.

A disabled parking permit may be issued if the applicant fulfils the disability criteria:
1) an impediment due to an illness, handicap or disability which can be considered to prevent the person from walking independently and which, when assessed as a whole, has been placed at minimum in handicap class 11 under section 18a of the Employment Accidents Insurance Act; or

2) visual acuity which in the better one of the eyes can at maximum be defined at 0.1 or which, when assessing the person’s vision as a whole, corresponds to handicap class 17 under section 18a of the Employment Accidents Insurance Act.

A disabled parking permit for the transporting of a seriously disabled person may be issued if the person to be transported has a need to be transported regularly and often and cannot function without an escort after the transport. The medical certificate must indicate the likely duration or permanence of the disability. The certificate must also explain how the disability affects the applicant’s ability to drive.

A disabled parking permit is principally issued to the disabled person himself/herself even if he/she is not the driver of the vehicle. The parking permit is valid for a maximum of ten years or, if the disability is a temporary one, for the probable duration of the disability.
