Basic Unemployment Allowance :

The Basic Unemployment Allowance is paid for persons who meet the condition regarding previous employment but do not belong to an unemployment fund.

The allowance is paid for a maximum of 500 days. If you are still unemployed when the allowance runs out you can claim Labour Market Subsidy.

The Basic Unemployment Allowance is a flat-rate benefit. Your earned income during unemployment have an effect on the allowance.

If you are dismissed for business or production related reasons, you can be paid Basic Unemployment Allowance at a higher rate. The transition assistance consists of an employment programme supplement and an increment.

Eligibility:
Basic Unemployment Allowance is payable to unemployed job seekers between ages 17 and 64 who
** live in Finland
** register with an employment office as an unemployed job seeker
** are seeking for a full-time job
** are fit to work and who
** meet the work requirement.

Persons between 65 and 67 can normally be paid Basic Unemployment Allowance only when temporarily dismissed from their job.

Basic Unemployment Allowance can in some cases be paid abroad, namely when you look for a job in another EU/EEA member state or Switzerland.

Certain other social security benefits may prevent you from getting the Basic Unemployment Allowance.

How to claim:
First, register as unemployed job seeker with the employment office.
** Fill in Kela form Claim for Basic Unemployment Allowance / Labour Market Subsidy (TT 1e).
** Attach to the application work certificates and pay slips for the period when you met the condition regarding previous employment
** Take the application to Kela office. You can also send it by post.
** Claims can be backdated by up to 3 months.

After you have been issued Basic Unemployment Allowance, you must renew your status as an unemployed job seeker by reporting regularly to Kela. For this purpose use the form Unemployment status report

Payment:
Basic Unemployment Allowance is paid to your bank account in instalments for 4 weeks. The first instalment is for 2 weeks. The payment is based on the unemployment status report that you must fill in every 4 weeks either on the TT2e form or online.

The allowance is paid for a maximum of 500 days. The allowanc is paid for 5 days a week.

Waiting period:
The Basic Unemployment Allowance is payable after completion of a waiting period. You must have been registered as an unemployed job seeker with the employment office for at least 5 working days in order to qualify for the allowance. The waiting period need not be completed in one stretch. All days of unemployment within any period of 8 consecutive calendar weeks count.
