Issuance of Work Permit to Foreign Nationals :

In order to avoid waste of time and efficiently process the Work Permit, clients are Kindly requested to please consider the following steps:
1. Government and Private Organizations that apply for the work permits of their foreign employees shall submit their requests in the form of an application either in Dari or Pashto.

2. Submit the Original Passport along with 2 passport size recent photographs of their employees.
3. The employee should have a valid visa (Entry or Work visa) along with a clear Entry Stamp.
4. The employer organization should present the original license plus two colored photocopies of the company/organization.
5. If the work permit card is expired, the work permit card must be renewed or cancelled.

6. In case of renewing the Work Permit, the expired Work Permit along with two passport size recent photographs of the employee and license of the organization must be annexed with the application when applying for the Work Permit. A Non Objection Certificate (N.O.C) in Dari or Pashto must be annexed, if the employee joins another organization.

7. If the work Permit is Lost or damaged, the employee or the organization of the employee shall make a formal announcement through “Afghan Advertisement Department” and annex the cutting of the announcement made to the application. The full fee of the Work Permit should be submitted for the duplicate work permit as well..

8. All organizations must acquire the Work Permits for their foreign employees. Work Permits will be issued from the date of first entry into Afghanistan. In case of renewal, the renewal Work Permit will take effect from the expiry date of the previous Work Permit.

9. If an employee is fired or the employee quits the job, the employer organization must officially inform the Directorate of Work Permit and return the Original Work Permit to the Directorate.

10. Representatives of an organization must be introduced by a formal Letter which must bear their signatures authorized by the Director or Deputy Director of the Organization and the representation letter should be presented when applying for the Work Permit. A sample of the Letter of representatives is available at the Directorate of Work Permit which must be followed.

11. Original work permit must be kept by the employer organization, to avoid problems while the mobile monitoring team visits the organizations or in case the employee quits the job.
12. The work permit is valid for one year. In case of extension of contract between the employee and employer organization, the work permit card can be extended.

13. The Blue Card is issued to the Professionals and is valid for a maximum of five(5) years. The fee for Blue work permit card is Afghanis Ten Thousand (10,000) only.
14. The Yellow Card is issued to the Skilled and Semi-Skilled employees and is valid for a maximum of Two (2) years. The fee for Yellow work permit card is Afghanis Ten Thousand (10,000) only.

15. The White Card is issued to the Professionals and workers who are to serve for less than Three (3) months and its price is Afghanis Fifteen (15000) Thousand.
16. Work Permit issued at the Ministry of Labor, Social Affairs, Martyrs and Disabled at Kabul. The Work Permit issued is valid in all provinces.

17. Work Permit issued in the six-zones, are only valid for their respective provinces/zones.
18. One zone cannot issue a work permit for the province of another zone.
19. If the documents are complete and there are no legal barriers, the employer organization shall submit the work permit fee of Afghanis Ten Thousand (10,000) only to account number (1224601) Department of Revenue Ministry of Labor, Social Affairs, Martyrs and Disabled, Sub-account Number (3104749) and income code (13349) to “Da Afghanistan Bank” located in “Jada-e-Nader Pashtun” and annex the bank receipt with the applications and other documents required.

20. Clearance Certificate of the Interpol police, Ministry of Interior must be annexed with the application forms when applying for the work permit card.
21. If the employer organization does not follow the procedures stated above, the amount paid to the bank is not refundable and this responsibility will be on the employer organization.
