PPDA Providers Register

The overall objective of the establishment of a Register of Providers is to create a sustainable and vibrant web-based forum and focal point for Procurement and Disposal Entities(PDEs) and providers with a publicly accessible database,in accordance with the requirements laid out in the PPDA Act Reg 22 (1).

The RoP website has a public area for public access and a closed website for primary users such as PDEs,PPDA,verification partners and oversight agencies.

The Rop website has a range of uses for the collected data that support PDE’s,PPDA and other GoU agencies in their work.

In addition,the RoP website contains facilities for building a comprehensive PDE database that links providers’ data on matters such as past performance,geographic location and current projects.

The website also provides extra options for providers such as direct advertising on the system and facilities to store and access submitted documentation directly from the PDEs in a verified documents database.

The RoP system will allow PDEs to make their procurement shortlists directly in the system and post RFPs,announce contract awards,comment and give scores on project performance by the provider.

Application Forms

Hard Copies can be obtained from the RoP Secretariat on Plot 37/39, Nakasero Road, Kampala, PPDA Offices oPPDA Home and Procurement, Kampala and from any Disposal Unit offices in Districts and Municipalities.

Soft copies can be down-loaded. The application form can also be filled and submitted on-line going through 5 steps using the “Start Registration” button

Documents Required

A filled and signed Providers Application Form.

All relevant supporting documents as per Section 5 of the Application Form; namely:
** RP 1 Copy of Certificate of Incorporation /Registration
** RP 2 Copy of Current Trading License or equivalent.
** RP 3 Copy of TIN Certificate
** RP 4 Copy of VAT registration Certificate (if applicable to the Business)
** area, discipline or code.
** RP 5 Letter of Authorization for signatory to submit application for registration on behalf of the Provider
** RP 6 Proof of payment (e.g. copy of bank deposit ctip or remittance advice)

How will eligibility documents submitted by international companies be verified to avoid brief case companies?:
Through use of Commercial Attaches’ of Diplomatic Missions.

Is it a guarantee that if providers are registered on the RoP, they will get government business?:
No. It is not a guarantee but the Register will be a first source of information for PDEs when developing short lists.

Do registered providers get preference over bidders who are not registered on the RoP?:
Yes, when implementing preference and reservation schemes Providers are required to be registered to be eligible for preference and reservation.

What is the relationship between the RoP and pre-qualification at PDE level?:
Procuring and Disposing Entities are mandated to pre-qualify providers, however they will be encouraged to only use the RoP since it will have up-to-date and reliable information on providers.

What is the relationship between the RoP and open bidding?:
The Register of Providers will be used in short listing providers under restricted/selective bidding and Request For Quotations/Proposals while open bidding is open to all providers whether on the RoP or not.

How will PPDA ensure confidentiality of documents submitted by providers?:
Confidential information submitted by providers will only be accessible by registered PDEs, Register of Providers Secretariat staff and authorized GoU agencies such as PPDA.

Additional Simplified Procedure

To register as a PPDA (Public Procurement and Disposal of Public Assets) provider in Uganda, you must follow these steps:

1. Read the PPDA Act and Regulations: The PPDA Act and Regulations provide the legal framework for public procurement in Uganda. You can find the Act and Regulations on the PPDA website: https://www.ppda.go.ug/

2. Complete the PPDA Registration Form: The PPDA Registration Form can be found on the PPDA website. The form requires you to provide information about your company, including your name, address, contact information, and the services you offer.

3. Pay the Registration Fee: The registration fee for PPDA providers is UGX 50,000. You can pay the fee at any bank that is a member of the Uganda Bankers’ Association.

4. Submit the Registration Form and Payment Receipt: You can submit the registration form and payment receipt to the PPDA office in person or by mail.

5. Wait for Approval: The PPDA will review your application and approve it within 30 days. If your application is approved, you will be issued with a PPDA registration certificate.

Here are some of the requirements for registering as a PPDA provider in Uganda:
** Your company must be registered with the Uganda Registration Services Bureau (URSB).
** Your company must have a valid tax identification number (TIN).
** Your company must have a valid business address in Uganda.
** Your company must have a valid bank account in Uganda.

You can also register as a PPDA provider in person at the PPDA office. However, it is recommended that you register online to avoid long wait times.

Here are some additional things to keep in mind when registering as a PPDA provider in Uganda:
** Your registration certificate is valid for one year.
** You must renew your registration certificate every year.
** You must keep your registration certificate up to date.
** You must comply with the PPDA Act and Regulations.
