National ID Card :

What happens if I lose my ID card, or it is damaged or mutilated?
After reporting the loss, that person shall then make an application for replacement of the lost card.

Any person who loses/damages his/her ID must report such loss to the Police.

You will be required to inform us so that we can cancel it on our system, so that nobody will be able to use it in any situation where an organization checks its validity with us. It will be already be unusable anywhere.

You will then be able to apply for replacement card. If you want to get a replacement you will need to apply to a nearby Registration Centre in the same way you did when you first registered. One may want his or her replacement card quickly and this will usually be a much faster process than the first time your card was issued. This is because we can verify your identity against your existing record.

The following documents will be required if a person is applying for a replacement of the ID card:-
** Police abstract/report only where card is lost or card not recognizable.
** ID Card or photocopy if available.
** If the ID number is not available, the person must report personally for fingerprint scanning. New biometrics must be captured if the registration date is longer than six (6) months back. This also ensures that biometric data is regularly updated.
** Payment receipt for lost ID

What information must I register on an on-going basis ?:
If you need to make a change to your record, for example because you have moved, you will need to go to your nearest sub-county and register the change in your information.

Example of changes include; change of residential address, change in names resulting from marriage etc.

How will my Personal Information be stored and remain up to date?:
Your identity information will be stored on the National Identification Register in a way which keeps it both safe and secure. The biological information that we will store is similar to that stored on the passport database with the important addition of your unique National Identification Number (NIN).

Your information will be under a secure system with access control levels and you will be able to authenticate your identity information any time at the National Identification Register Offices.

Your information will not be passed to a private sector organization or any other person unless under lawful circumstances.

Up to date Information:
Citizens and aliens will be required on an on-going basis, to register any changes to their information at the sub-counties.

How will I use my identity card?:
There are many situations where you need to prove that you are who you say you are. The identity card will allow you to do this in a number of ways:
** Providing age
** Traveling abroad with in the East African Region
** On day to day basis for identification to law enforcement officers.
** Opening a bank account
** Land transactions
** Confirming right to work
** Accessing public services for which citizens are entitled.
** Identifying you as a citizen for purposes of voting.

How will I get My National Identity Card?:
Every Ugandan Citizen has a right to have a National Identity Card. Mass Registration will Start across the country and every Citizen will be required to register in their respective places of birth or residence to enable the process of information gathering. The major new safeguard included when you enroll for an identity card will be images of your finger prints.

Therefore one is required to have his photograph taken and to record his/her finger prints. Upon success full completion of the Verification, registration, and data processing, National ID Cards will be printed and given out at the designate villages.

Why do I have to record my fingerprints?:
The NSIS system is biometrically supported with the facial recognition technology (FRS) and Automatic Fingerprint Identification System (AFIS). Therefore, the identity card will Lock together your basic identifying details with a combination of your unique personal features, electronic records of your face and finger prints because these are very hard to forge, Steal, forget or lose.

Uganda is committed to the following International Civil Aviation Organisation (ICAO) standards which are designed to make National Identity cards secure and require all cards to include finger prints.

Can I ask someone to enroll on my behalf?:

A National identity card will offer useful and more convenient way for an individual to prove their identity in a wide variety of circumstances depending on the level of identity assurance required for a particular transaction. An individual’s identity will either be checked visually, through checking finger prints stored in the barcode on the card or for the highest level of assurance, a check against the National Security System (NSIS).

  1. Why does it like that? When we go to wakiso to pick our ids they request money and if yodon’t have money, they will not work on and yet our cards are there. But they don’t want to give them to us. Please change that system..

  2. I have registered in 2014 but still now I haven’t got my ID. What is wrong even after registering for the second time?
