What is Cambodia National Single Window?

The Cambodia National Single Window has been developed to provide electronic services (online) to facilitate faster and more transparent export-import procedures, reduce costs, provide consistency and reliability for proceedings from the start of the required procedures to the completion of customs clearance. The most important goal of The Cambodia National Single Window is to strengthen cooperation between government-to-government (G2G), government-to-business (G2B) and business-to-business (B2B).

How To Access Cambodia National Single Window?

The Royal Government of Cambodia has announced its commitment to develop Cambodia National Single Window to support trade facilitation policies in line with international agreements and international best practices, especially with ASEAN and the World Trade Organization (WTO).

The Cambodia National Single Window has been launched for the application of permits, licenses, certificates and other documents (LPCO) required for export and import issued by major ministries/institutions, namely; the Ministry of Commerce, the Ministry of Industry, Science, Technology and Innovation, the Ministry of Health, the Ministry of Agriculture, Forestry and Fisheries, the Council for the Development of Cambodia and the General Department of Customs​ and Excises.

At the same time, the Cambodia National Single Window is also connected to the ASEAN Single Window for the electronic exchange of the Certificate of Origin (ATIGA e-Form D), the ASEAN Customs Declaration Document (ACDD) and other international trade-related documents with ASEAN members and ASEAN dialog partners.

Currently, Cambodia National Single Window project is in the stage of the implementation of phase 3 which including all ministries and institutions involved in the issuance of permits, licenses, certificates and other documents, namely; Ministry of Economy and Finance, Ministry Environment, Ministry of National Defense, Ministry of Interior, Ministry of Culture and Fine Arts, Ministry of Mines and Energy, Ministry of Foreign Affairs and International Cooperation, Ministry of Posts and Telecommunications, Commercial Gambling Management Commission of Cambodia and National Bank of Cambodia.

About GDCE :
GDCE was established during the Sangkum Reastr Niyum era by Royal Kram No. 661, dated June 29, 1951, and is currently operating under the auspices of the Ministry of Economy and Finance. ACC has the role and responsibility to manage, control and collect all kinds of taxes on export and import goods, prevent and suppress all kinds of crimes, especially customs crimes, to facilitate international trade.
