What is Customs-Private Sector Partnership Mechanism?
The Customs-Private Sector Partnership Mechanism (CPPM) has been established by Prakas No. 906 MEF dated 9 October 2009 of the Ministry of Economy and Finance in accordance with the high decision of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, to encourage private sector participation in promoting compliance with law and regulations as well as the effectiveness of trade facilitation in Cambodia. The mechanism was officially launched on 26 January 2010 to further enhance fair business and investment climate.

Mission of Customs-Private Sector Partnership Mechanism
The main mission of the CPPM is to facilitate cooperation and mutual understanding between the Customs Administration and the private sector in order to resolve all customs-related issues to the fullest extent possible before proceeding to resolve at inter-ministerial level or submitted to the Royal Government Forum- Private Sector.
The result of this mutually beneficial cooperation has become an important part of ensuring the effective implementation of the Royal Government of Cambodia’s trade facilitation policy and contributing to the promotion of an equitable and competitive business environment. Cambodia.
Structure of Customs-Private Sector Partnership Mechanism
To enhance the effectiveness of this mechanism, based on the spirit of partnership, the Ministry of Economy and Finance has adjusted the structure and members of the working group at both the management and technical levels, including: Adjustment of members of management level by requiring co-chairs from the Customs Administration and the private sector at both the mechanism and working group levels
Increase the number of technical working groups from3to4groups through Prakas No.732PRK dated26July2018of the Ministry of Economy and Finance as follows:
** Customs-Export Oriented Garment Industry Working Group
** Customs-Export Oriented Non-Garment Industry Working Group
** Customs-Domestic Market Oriented Business Working Group
** Customs- Small and Medium Enterprises Working Group.
The Customs-Private Partnership Mechanism has so far held 9 high-level ordinary meetings and one extraordinary meeting, as well as several technical working group meetings, to jointly review specific issues that happened in the process of completing the customs clearance.

Note:
In general, most of issues and suggestions were satisfactorily resolved, in a spirit of mutual understanding and based on win-win principles in accordance with the existing law and regulations. However, there are also a few number of remaining issues due to their institutional interdependence or of other ministry/institution’s competency.
Key achievements of this mechanism include: simplification and modernization of customs techniques and other customs operations, development of automated systems to support customs clearance, mutual information sharing, enhancement awareness of customs regulations to relevant parties to facilitate export-import operation, transportation, inventory, customs transit and implementation of Free Trade Agreements (FTAs) to further promote trade facilitation and strengthen regional competitiveness, especially in the context of recovery and restoration of investment and international trade after Covid-19 crisis.
