What is Scanning Containerized Goods?
Scanning containers is a mechanism of trade facilitation which allows Customs authority to strengthen effectiveness of physical inspection of goods conveyed in containers by spending short period of time, and decreasing unnecessary expenses for unloading goods for the inspection.

I. Containerized Goods to Pass through Scanning Machines
All import-export goods conveyed in a container which is subjected to pass inspection by scanning machines or inspection system of TC-Scan are as follow:
** The SAD is in red channel assessed by the ASYCUDA
** The SAD is in other channels, but subjected to be rerouted into red channel according to risk information identified by the Customs officers
** At Customs clearance office, the goods’ owner requests that the goods are to be inspected by a scanning machine
** Other condition determined by the Customs Administration.
II. Containerized Goods Not to Pass through Scanning Machine:
Containerized import-export goods, which is subjected to exemption of passing scanning machine or inspection system, TC-Scan, are as follow:
** Export goods which was inspected before loading into the container, and secured with seals by the competent Customs officers.
** Import-export goods loaded into a container without roof or walls
** Import-export goods to be fulfilled Customs clearance at Customs and Excise offices at the border, which are not equipped with scanning machine
** Import-export goods of the government institutions, diplomat or organizations with diplomatic immunity, International Organizations, or NGOs which are officially authorized by the competent authorities
** Import-export goods which are humanitarian aid or donation
** Goods authorized by the Ministry of Economy and Finance to be exempted from this obligation
** Goods imported by members of Best Trader group in accordance with the principles of Customs risk management
** Empty containers, and
** Other goods determined by the GDCE
III. Containerized Goods Requested to Be Transported under National Transit Procedure:
** Dry port operators may choose a place for goods to be scanned either at sea/river check-points or at a Dry Port Customs and Excise Office which is equipped with a scanning machine.
** Scanning of transit goods to Special Economic Zone is exempted.
IV. Scanning Fee Payment
Scanning fee of must be paid as follows:
** 64,000 (sixty-four thousand) Riel for a container with size over 40 feet
** 40,000 (forty thousand) Riel for a container with size less than 40 feet.
Particularly, scanning fee is reduced for containers of exported rice, which passes scanning machine as follows:
** 16 (sixteen) USD for a container with size over 40 feet
** 10 (ten) USD for a container with size less than 40 feet.
Note:
To facilitate export, related traders may directly pay the scanning fee at Customs clearance offices for the export goods which is passed inspection system of scanning machine.
