RSTA Driver License

A person must not drive a motor vehicle on a highway unless he/she holds a valid current driving license issued by the Authority, authorizing him/her to drive the category of vehicle specified in the license.

Driving License Category

The categories of motor vehicles for driving licenses are as follows
(a) two-wheeler;
(b) light vehicle;
(c) medium vehicle;

How To Apply For Driving License?

A person applying for an Ordinary Driving License must :
(a) come in person;
(b) be 18 years of age or more at the time of applying for a license;
(c) have held a Learner’s License for at least six months;
(d) produce a Certificate to have attended an Introductory Course;

(e) have undergone both theoretical and practical tests and achieved the minimum pass score set in the ‘Evaluation Form for Driving Test’.
(f) produce a copy of the latest passport-size photograph in national dress for Bhutanese;

(g) produce Citizenship Identity Card or other accepted identification documents for Bhutanese Nationals, and passport or other identification cards in case of foreigners; and
(h) pay fee as prescribed in Schedule 1.

Application requirements for an ordinary driving license for those who have graduated out of a driving school or institute

“Driving Schools and Institutes” shall include Government and Corporate Training Institutes and other privately Licensed Driving Schools within the country.

An applicant for ordinary driving license by a graduate from a driving school must :
(a) come in person for a practical driving test;
(b) be 18 years of age or more at the time of applying for a license;
(c) hold a Learner’s License for at least three months;
(d) produce a Certificate to have attended the Institute or School;

(e) have undergone both theoretical and practical tests and achieved the minimum pass score set in the ‘Evaluation Form for Driving Test’.
(f) produce a copy of the latest passport size photograph;

(g) produce Citizenship Identity Card or other accepted identification documents for Bhutanese Nationals, and passport or other identification cards in case of foreigners; and
(h) pay fees as prescribed in Schedule 1.

Application requirements for a professional driving license for taxis :
An applicant for a Commercial Driving License for Taxis must
(a) come in person;

(b) be a minimum age of 21 years and a maximum age of 55 years at the time of applying after which a person will need to produce a medical certificate for renewing the license annually upto the age of 60 years;

(c) possess an educational qualification of a minimum of Class VIII or equivalent qualification from Monastic Institutes and produce original academic certificate as proof;

(d) fill in the prescribed application form;
(e) have held an Ordinary Driving License for at least two years;

(f) have achieved the minimum pass score in the Selection Criteria for 5/3-Point Turn (Practical Test) set in the ‘Evaluation Form for Light Vehicle Driving Test’ as prescribed by the Authority;
(g) produce a copy of the latest passport size photograph in national dress for Bhutanese;

(h) produce Citizenship Identity Card or other accepted identification documents for Bhutanese Nationals, and passport or other identification cards in case of foreigners; and
(i) pay a fee as prescribed in Schedule-1.

What is the Time Schedule for Driving Test?

A person applying to appear for a Driving Tests shall register with the Regional or Base Transport Offices as per respective schedules of Regional and Base Transport Offices and conduct the driving tests once every week.

In case there are no applicants wishing to appear for Driving Tests, then RSTA can postpone tests on the stipulated day.

Additional Simplified Procedure

You can apply for an RSTA Driver License online through the eRALiS website at https://eralis.rsta.gov.bt/. You will need to create an account and submit the required documents.

Here are the steps on how to apply for an RSTA Driver License online:
1. Go to the eRALiS website at https://eralis.rsta.gov.bt/.
2. Click on the “Register” button.
3. Enter your personal information, such as your name, date of birth, and email address.
4. Create a username and password.
5. Click on the “Register” button.

You will receive an email with a confirmation link. Click on the confirmation link to activate your account. Once your account has been activated, you can log in to the eRALiS website. To apply for a Driver License, click on the “Apply for Driving License” button.

You will need to enter the following information:
** Your name
** Your date of birth
** Your nationality
** Your passport number
** Your residential address in Sri Lanka
** Your contact details
** Your driving experience (if any)
** The type of driving license you want to apply for

You will also need to upload the following documents:
** A scanned copy of your passport
** A scanned copy of your recent passport-size photograph
** A scanned copy of your proof of residence in Sri Lanka
** A scanned copy of your driving license (if any)

Once you have submitted the required documents, you will need to pay the application fee. The application fee is LKR 1000. The processing time for an RSTA Driver License is typically 10 working days. However, the processing time may be longer during peak travel seasons. Once your application has been approved, you will be able to download your Driver License from the eRALiS website.

** Make sure that you have all of the required documents before you start the application process.

  3. We need an information so that our time do not go in vain. Like if your concern person is out of station and test can not be conducted, information must be shared.
    It would be helpful if RSTA would expidate soon.

  4. I am traveling to USA for 6 months and planning to drive there but they says I need a IDP. So will RSTA give me one or where should I go to get it?

  6. I have recently purchased a Taxi registered in Trongsa from the owner who was granted Kidu from HRH Ashi Dorji Wangmo Wangchuk for construction of House at his home town at Dorokha. He sold the taxi to me after legally surrendering his TOP to RSTA officially and granted permission to sell his taxi from the authority at Trongsa base as he garrenteed/assured that he will not operate taxi in the future. I am leaving here in Thimphu and want to transfer the registration of the same in Thimphu which I was not granted. I have even approached higher authorities still I am helpless rather I was asked to write Trongsa on the body of the Taxi and ply at Trongsa only. I after spending a lot on the taxi and myself living here in Thimphu, I am asked to Ply at Trongsa instead of Thimphu. I request the concern authority should logically look into the matter and help me register here in Thimphu and allow me to ply so that i can at least earn my living for supporting my family.

  7. I have PD license. But I am government servant. Can I drive taxi in vacation time by hiring other commercial vehicle?

  9. For new taxi registration where shall we go? From branch office they are telling they are not authorize to give and telling we have to go to our home town for the registration. Is it so?

  10. Is there possibility to have a PD license with road permits because I have a census under process. I have been driving high roof hiace bus. So i heard that rsta have initiated a new rule of driving tourist vehicle. So we would be highly oblige if rsta would consider us and issue us license to do that. We could serve our country as well as our family.
