A short-term training program for seafarers consisting of a maximum of Php 7,500.00 per upgrading course in accredited maritime training centers/institutions to ensure competitive advantage in meeting International Maritime Organizations competency standards.

How To Apply For OWWA Seafarer’s Upgrading Program?

1.Visit the OWWA Regional Welfare Office that covers the permanent address of the OFW.
2. Get queuing number or queue in the line for EDSP scholarship application
3. Present I.D. or Passport at the Education and Training Unit/Focal for verification of Membership Record.
** If the membership is valid, submit the accomplished application form and requirements.
** Get your schedule for claiming the Notice Of Award (NOA).
4. Return on the given schedule for the issuance of Notice of Award. Get a Priority Number. Wait until your number is called.
5. Go to the designated SUP desk/counter to obtain the Notice of Award (NOA).

Here’s how you can apply:
Step 1: Eligibility Check
Before applying, ensure you meet the eligibility criteria:
** OWWA Member: You must be a bonafide OWWA member with a valid membership card.
** Seafaring Experience: Have at least six months of documented seafaring experience within the three years before applying.
** No Recent SUP Benefit: Haven’t availed of the SUP financial assistance within the past three years.
** No Pending OWWA Case: Don’t have any pending case or complaint with OWWA.

Step 2: Visit Your OWWA Regional Office
Head to the OWWA Regional Welfare Office covering your permanent address. You can find their contact details on the OWWA website: https://owwa.gov.ph/

Step 3: Obtain Queuing Number/Line Up
Once there, proceed to the Education and Training Unit/Focal and inform them you’re applying for the SUP scholarship. Get a queuing number or line up for the application process.

Step 4: Membership Verification
Present your valid ID or passport for OWWA staff to verify your membership record. Ensure your membership is active and valid.

Step 5: Submit Application and Requirements
If eligible, you’ll receive an application form. Fill it out accurately and completely, then submit it along with the following requirements:
** Seaman’s Identification and Record Book (SRIB)
** Pre-qualification and admission report from the training center (issued after attending a pre-assessment)
** Two (2) 1×1 inch photos
** Latest residence certificate

Step 6: Claim Notice of Award (NOA)
OWWA staff will inform you of the schedule for claiming your Notice of Award (NOA). Return to the office on the designated date and receive your NOA, which confirms your SUP scholarship grant.

Step 7: Training Center Coordination
Contact the training center specified in your NOA to complete the enrollment process and attend the chosen maritime course.
