Singapore Appeal for Early COVID-19 Vaccination

We will offer vaccinations to more segments of the population from April onwards, so that all Singaporeans and long-term residents in Singapore will have the chance to be vaccinated by end-2021.

In the meantime, we have received appeals from members of the public who wish to receive their vaccination early for a variety of personal reasons.

While our focus has been to vaccinate identified priority groups on public health considerations, as more vaccine supplies arrive, we will consider allowing Singapore Citizens and Permanent Residents with very exceptional circumstances to receive their vaccination earlier.

Eligible Criteria

At this time, MOH is considering appeals only for Singapore Citizens and Permanent Residents based in Singapore who meet the following criteria

Category Criteria
(1) Travel for medical reasons/compassionate grounds • Applicant / immediate family member (IFM) seeking medically necessary treatment which cannot be reasonably received in Singapore
• Overseas-based IFM is critically ill
• Attend to post-death matters of an overseas-based IFMIFMs are limited to parents, parents-in-law, spouse, children, siblings, siblings-in-law, grandparents and grandparents-in-law only.
(2) To take up or complete a formal education/vocational programme overseas Please submit your application only if you are travelling to take up or completing a formal education/vocational programme.

• Physical presence in the foreign institution is required to start/complete course
• Physical presence in the foreign institution is required for course examination.
• Physical presence is required to gain entry to the institution

(3) To take up a new job or return to employment overseas Take up or return to overseas employment, or be based overseas for work for which working from Singapore is not possible and not going overseas would result in the loss of the job.

Step 2 : Read the instructions carefully
Step 3 : Fill the form with the required details.
Step 4 : Accept the terms & conditions
Step 5 : Finally click on “Submit” button to complete your registration.

Note :
Submission of this form does not guarantee early vaccination. Successful applicants will be notified by email. Re-appeals will not be entertained unless there are new grounds for consideration.

Documents Required

Applications with no supporting documents attached will not be entertained and applications with insufficient documentation may be rejected.

We are only able to accept English language documentation (please provide translations for non-English documentation). All other applications will be considered on an exceptional basis only.

Please prepare English-language documentary proof to support your vaccination appeal (where applicable), such as
** Proof of citizenship status: Copy of your NRIC/FIN
** Flight details (e.g. confirmed flight bookings, where applicable)

** Proof of medical condition of applicant (if any) (e.g. doctor’s note, medical report)
** Travel for medical reasons/compassionate grounds: Medical reports/death certificates

** To take up or complete a formal education programme overseas: Letter from school indicating proof of enrolment, course qualification/training requirement, duration of course, need for physical attendance

** To take up a new job or return to employment overseas: Proof of employment/letter of appointment and work pass from country of origin (where relevant) indicating that remote work is not possible for your role.
