MLSI Care Allowance Scheme For Quadriplegic Persons

A. Aim:
1. The aim of the Scheme is to provide financial assistance to quadriplegic persons, despite of income, in order to be able to obtain care and practical assistance services.

2. The amount of the allowance shall be €854.30 (£500) per month.

B. Beneficiaries:
1. Any quadriplegic person, despite of income and age, following examination by a special Medical Council;
“Quadriplegic person” shall mean the person whose limbs make no movements or almost no movements due to a genetic condition, disease or accident.

2. The allowance shall be paid to any quadriplegic person residing permanently in Cyprus:
a) who is citizen of the Republic of Cyprus;
b) who is citizen of any EU Member State, provided that he lives permanently in the area controlled by the Republic of Cyprus for at least consecutive 12 months

3. Quadriplegic persons residing permanently in government Establishments and their care expenses are covered by the State Budget are exempted.

4. A person ceases to be the beneficiary when he does not meet the conditions of the scheme and in particular:
a) Where following re-examination that may be requested, the special Medical Council establishes that his condition has greatly improved and that he has no symptoms of quadriplegia;
b) When he moves from the areas under the controlled of the Republic of Cyprus;
c) When due to the aggravation of his health condition he is permanently transferred to a government Establishments and his care expenses are covered by the State Budget;
d) Upon his death

C. Procedure:
1. An application should be submitted to the Department for Social Inclusion for Persons with Disabilities, by completing the standard form, together with the relevant certificates.

2. The approval for the provision of the allowance shall be given by the Director of the Department for Social Inclusion for Persons with Disabilities or by another authorised Officer of the Department for Social Inclusion for Persons with Disabilities, following opinion of a special Medical Council.

3. The Medical Council shall be composed of at least 2 specialists, one in neurosurgery and one in neurology.

4. The Medical Council shall also give its opinion on any case that may be referred to it for re-examination by the Department for Social Inclusion for Persons with Disabilities.

5. The date of entry into force of the allowance for the beneficiary shall be the date upon which the application duly completed together with all the requested certificates is received by the Department for Social Inclusion for Persons with Disabilities, Ministry of Labour and Social Insurance.
