Disabled Parking Permits :

Residents of The Hague with a European disabled parking card who are able to drive a car themselves may apply for a municipal parking permit for disabled residents. This special permit allows you to park everywhere in The Hague without having to buy a ticket.

The general disabled parking card may no longer be used to park for free in paid parking spots in The Hague. The rules changed as of 1 December 2012. You can still park for free within designated disabled parking spaces.

Change to the disabled parking policy :
The general disabled parking card has proven vulnerable to fraud and abuse. You could use it to park everywhere free of charge and the card was not assigned to a number plate. The municipality checked whether the general disabled parking card could be assigned to a number plate. European guidelines do not allow for this. The municipal parking permit for disabled residents is meant to combat the fraudulent use of the disabled parking card.

For disabled residents who drive themselves :
Disabled residents of The Hague with a European disabled parking card who drive a car themselves can apply for a municipal parking permit for disabled residents (Bewonersparkeervergunning voor gehandicapten/BVG). This permit costs € 36 a year plus a one-time fee. This permit allows you to park at all paid parking spaces everywhere in The Hague without having to pay anything extra. The permit contains the name of the resident and car number plate and is in the form of a digital pass. This pass appears identical to a regular resident’s parking permit.

For disabled residents who do not drive themselves :
If you do not drive a car yourself and you have a general disabled parking card as a passenger, then you may not apply for a municipal parking permit for disabled residents (BVG). As of 1 December 2012 you may no longer use your general disabled parking card to park for free in paid parking spots in The Hague. Your general disabled parking card still allows you to park for free within designated disabled parking spaces.

If someone drives you somewhere, the driver can drop you off at your destination. The driver can then park the car for free within a designated disabled parking space or pay to park in a paid parking space.

For disabled people with a regional parking card :

Do you have a parking card from the City Region of Haaglanden (Stadsgewestelijke- of Haaglandenparkeerkaart)- Then you may not apply for a municipal parking permit for disabled residents (BVG). As of 1 December 2012 you may no longer use your general disabled parking card to park for free in paid parking spots in The Hague. Your general disabled parking card still allows you to park for free within designated disabled parking spaces.

For disabled people who do not live in The Hague :
As of 1 December 2012 you may no longer use your general disabled parking card to park in paid parking places in The Hague. If you use your general disabled parking card to park, you will need to pay for parking just like other motorists. You can purchase a ticket from an on-street parking ticket dispenser, use GSM parking or use a valid parking permit. Your general disabled parking card still allows you to park for free within designated disabled parking spaces without a parking ticket.

Parking in designated disabled parking spaces :
Do you have a designated disabled parking space at your work or home in a paid parking zone- As of 1 December 2012 the general disabled parking card is no longer valid here. You may still park here for free using a municipal parking permit for disabled residents (BVG).

If you do not have a municipal parking permit for disabled residents, then you need to display a ticket from an on-street parking ticket dispenser or a resident’s or company parking permit. You can also pay using GSM parking or use an activated parking permit for visitors.

Fraud and abuse :
If the Municipality of The Hague discovers misuse of the municipal parking permit for disabled residents (BVG), the permit will become invalid for one year. If the card is misused in a paid parking zone, a fine of € 58 (in 2014) will be imposed plus the on-street parking fee which should have been paid. If the card is misused at a disabled parking space, a fine of € 370 (in 2014) will be imposed. Fraud and abuse will be reported to the police.
