eConsulate Obtaining Absentee National Id Card

** In order to improve the process of obtaining Absentee National Identity Card (ANIC) through pertinent authorities inside Afghanistan, the applicant must fill out the Identity Form accurately.

After being stamped and signed by the respected representation, it will be sent along with a registered letter to Population Registration Department.

While filling out the form the following issues shall be taken into consideration :
** To fill out the form accurately and take fingerprints from the left hand of the applicant;
** To inquire reasons for applicant not having the National ID Card;

** To mark the form whether the applicant received the National ID Card;
** To inquire how the National ID Card destroyed or lost or the applicant was born in abroad;

** To clarify whether the applicants received the National ID Card based on close or paternal relatives (father, grandfather, siblings, uncle, cousins of father’s side)

** To submit the National ID Card of the applicant in attachment;
** To obtain a National ID Card in absentia (absence) for those residing in Afghanistan shall be indicated in the letter of the respected representation;

** To stamp on the photo of the applicant and in the lower part of the form above the signature of the consular section by Afghanistan Missions abroad; and

** To facilitate and speed up the process, the original documents related to obtaining the National ID Card in absentia, they should be submitted to the applicant and its copies must be sent to the MoFA and MoI to the following email addresses
i. prd.americades [AT] gmail.com

iii. NIDC [AT] mfa.com

Police Clearance Certificate

** The verification of the Police Clearance Certificate is solely the authority of the Criminal Investigation Department of MoI.

Applicants living in Kabul initially shall receive the certificate from MoI and in order to send it to a foreign country, it must be referred to MoFA for final attestation.

** Applicants living abroad must refer to the Diplomatic and Consular Missions of Afghanistan abroad and provide the missions with the application, a copy of the ID and fingerprints.

Thereafter, the application shall be sent to MoI through MoFA and after confirmation of the Police Clearance Certificate, it will be sent back to the country of residence of the applicant.

** A Foreign applicant who has lived in Afghanistan for a while and needs a Police Clearance Certificate must refer to the Diplomatic and Consular Mission of Afghanistan abroad and provide the missions with the application, a copy of the passport, Resident Visa and the date he/she has lived in Afghanistan.
