MOH Community Health Assist Scheme

The Community Health Assist Scheme (CHAS) was introduced by the Ministry of Health in 2012.

The scheme enables Singapore Citizens from lower- to-middle income households, as well as all Pioneers, to receive subsidies for medical and dental care at participating General Practitioner (GP) and dental clinics.

To qualify for CHAS, applicants must be Singapore Citizens and meet the following criteria :
** For households with income, the household monthly income per person must be $1,800 and below.
** For households with no income, the Annual Value (AV1) of residence as reflected on the NRIC must be $21,000 and below.

1AV is assessed by IRAS. An AV of up to $21,000 covers all HDB flats and some lower-value private properties. To check the current AV of one’s property, one will need to log in to myTax Portal myTax Portal with his SingPass > e-Services for Property Tax> View Property Portfolio.

Visiting a CHAS clinic

Singapore Citizens who qualify for CHAS will receive an individual blue or orange Health Assist card. With the Health Assist card, they can receive subsidies at CHAS GP and dental clinics for common illnesses, selected chronic conditions and selected dental services.

All Pioneers also receive special subsidies at CHAS clinics for the same range of services, with their Pioneer Generation card.

To receive subsidies at a CHAS clinic, please bring your Health Assist or Pioneer Generation card and NRIC upon registration. For cardholders below 15 years old, please bring your Health Assist card and birth certificate.

Please note that by using your Health Assist or Pioneer Generation card at a CHAS clinic, you agree to allow your doctor/dentist to disclose your personal information to the Ministry of Health (including its authorised agents)

Referrals to Public Healthcare Institutions

Health Assist and Pioneer Generation cardholders can also enjoy subsidised referrals to Specialist Outpatient Clinics (SOCs) located at Public Hospitals or National Dental Centre when required.

Changes to the Scheme

Since 1 January 2017, all GP and dental clinics under CHAS are required to issue itemised bills to all CHAS (including Pioneer Generation and Public Assistance) patients.

The CHAS subsidy guidelines for dental services have also been updated to define more clearly the types of dental services and their claim limits under CHAS. The changes have been introduced to enhance fee transparency, and to help patients better understand the treatments and subsidies they receive at CHAS clinics.
