Police Apply for Road Closure Permit

Event Organisers can request for a road and/or lane closure to conduct an event on the road. Request for road closures will be assessed on a case-by-case basis.

Requests are usually granted for sporting, festive and community events. Some of such events include :
Sports Events :
** Spartan Race
** Marina Run
** OCBC Cycle
** Choa Chu Kang Big Farm Walk

Festive and Community Events :
** Chingay in the heartlands
** Armenian St Party
** Maju Avenue Arts Festival
** Singapore Night Festival

Exemption :
If your event is held in a private residential estate and meets the following requirements, a road closure permit is not required.
a) Does not occupy more than one lane of a two or more lane road;

b) Is not conducted within 3 meters of a water hydrant;
c) Is not conducted within 6 meters of a road intersection or junction;
d) Is not conducted along any road bend;

e) Does not obstruct other road users;
f) Does not obstruct the access to any premises; or
g) Does not impede the safe and smooth flow of vehicular and pedestrians on that road.

Process :
Traffic Police processes the road closure applications after getting inputs from Land Transport Authority (LTA). Traffic Police will need to receive the application along with the required documents at least 14 days before the event.

Step 1 : Ensure that the event can comply to the following requirements
** Land Transport Authority (LTA)
** Singapore Police Force (SPF)

Step 2 : Seek clearance from the following agencies, if required:
** Singapore Police Force (SPF)
** Singapore Civil Defence Force (SCDF)

** Singapore Land Authority (SLA)
** National Environmental Agency (NEA)
** Urban Redevelopment Authority (URA)

Step 3 : Engage Stakeholder
Engage stakeholders in the vicinity who are affected by the closure directly/indirectly. Individual establishments such as shops, places of worship and/or public/private amenities must be approached individually and acknowledge that they are supportive of the proposed closure/s.

Step 4 : Prepare the required documents for submission
Step 5 : Submit all the required documents to TP_Roadclosurepermit [AT] spf.gov.sg
Step 6 : Release of Road Closure Permit

a. If Successful : Traffic Police shall release the road closure permit at least 3 days before the event date
b. If Unsuccessful : Event Organiser may continue without any road closure.

Step 7 : Put up signages along the affected road 2 weeks prior to the event
Step 8 : Deploy the security personnel and barricades based on the approved plan Ensure that the road closure is within the approved timing. Event Organiser should also handle any feedback from the member of public.

Step 9 : Remove all barricades and singage. Ensure that there are no barricades that are left on the road after the road closure is lifted.
Step 10: Submission of Audit Checklist
