Register to Vote :
Registering to vote is an easy process for qualified applicants, however in order to register to vote, you must meet the following qualifications:
** You must be a U.S. Citizen
** You must be a Massachusetts Resident

** You must be at least 18 years old on or before the next election
** Once you meet the above qualifications, the following options are available to register to vote.
You can register :
In Person :
** at the City of Lowell’s Election Office during regular and special office hours to complete a voter registration form in person.
By Mail-in Registration Form :
** Forms are available at the City Election Commission, local libraries, branches of the U.S. Post Office, any Massachusetts Registry of Motor Vehicles while conducting a registry transaction, neighborhood health clinics, public housing locations, various social service agencies, various other locations throughout the state, and at the Secretary of State’s office website.
** To have a Registration form mailed to you, call the State Elections Division at 1-800-462-VOTE (8683), or call the City Election Commission at 978-674-1200.
** Fill the form out completely and sign it at the bottom.
** Mail the form to the Election Commission at 375 Merrimack St – Rm 5, Lowell, MA 01852.
Message For First Time Voters :
** First time voters in Massachusetts must include your driver’s license number or the last 4 digits of your social security number on the application.
** If the information cannot be verified or you do not provide this information, you must provide identification at your polling location when you go to vote.
** Sufficient identification includes a copy of current and valid photo identification, current utility bill, bank statement, government check, paycheck, or other government document showing your name and address.
Message To The Homeless :
** Homeless persons can use a shelter address or their prior address in Lowell if that was the last place or residency.
** When registering to vote, it is important to keep in mind that by signing the registration form, you must attest, under the pains and penalties of perjury, that you are legally eligible to register and that the information you provide is accurate and truthful.
** The penalty for fraudulent registration increased recently to a fine of ten thousand dollars or imprisonment for up to five years, or both.
Choosing your state political organization/affiliation :
** When you register to vote you may choose to register in a state political party, select a political designation (become affiliated with a political organization which has not received party status in Massachusetts)
** or choose no affiliation and become unenrolled (commonly referred to as an independent);
** If you do not choose a political designation, you will still be able to vote in a primary.
** If you choose to register with a political party, you will only be able to receive the ballot for the selected party in a primary election.
** Note that your political organization/affiliation registration status also affects your ability to run for office in a partisan election.
Please keep the following in mind :
** State law prohibits you from registering to vote for a friend, family member, or another individual; you may only register to vote for yourself.?
** While you may register to vote at any time, subject to above qualifications, the deadline to register for any given election is twenty (20) days prior to that election.
** You will remain on the list of voters so long as you vote regularly, complete, and return the Annual Census.
** If you move to another city of town, you must re-register in your new community.
