Extended Non-Means-Tested Loan Scheme :

Overview :
** The Extended Non-means-tested Loan Scheme (ENLS) provides financial assistance in the form of loan(s) to eligible students to settle tuition fees of specific post-secondary / continuing and professional education courses studied in Hong Kong

** For students who are covered under the Tertiary Student Finance Scheme – Publicly-funded Programmes (TSFS), please refer to the details of the Non-means-tested Loan Scheme for Full-time Tertiary Students.
** For students who are pursuing eligible programmes under the Financial Assistance Scheme for Post-secondary Students (FASP), please refer to the details of Non-means-tested Loan Scheme for Post-secondary Students.

Application Procedures :
Submission of application :
** If you wish to apply for the ENLS loans, you should complete the ENLS application form (ENLS 141) or (ENLS 141C),
** Undertaking (ENLS 142) or (ENLS 142C), Deed of Indemnity (ENLS 143) or (ENLS 143C) and the relevant loan documents which can be downloaded from the SFO webpage.

** Students of the Open University of Hong Kong (OUHK) should also refer to the Supplementary Application Guidance Notes [ENLS 202(AUT2016) or ENLS 202(SPR2016)] for the application procedures,

** deadline and the payment arrangement of the loan to settle the tuition fee of course(s) offered in the 2016 Autumn Term or 2016 Spring Term which are obtainable at the OUHK and downloadable at the SFO webpage.

You may submit your completed application together with the required documents before the deadline :
** (i) in person to the SFO during office hours; or
** (ii) authorise a person to submit the application to the SFO by completing the authorisation form.
** If the required documents submitted are not in order, your application will not be accepted.

Loan Activation :
** You are required to repay fully your loan, which shall normally commence on 1 December of the year of your graduation or when the course has officially ended, until it is repaid in full. The first instalment of loan repayment will normally fall due on 1 January or 1 July of the following year of your graduation.

** The loan borrowed and the interest accrued thereon are repayable in 15 years (‘Repayment Period’) by 180 equal monthly instalments, or in a shorter Repayment Period by equal monthly instalments as agreed by the SFO. Whereas if as determined appropriate by the SFO, the loan borrowed and the interest accrued thereon are repayable within the Repayment Period by equal quarterly instalments.

** To request for early lump sum / partial repayment or restructuring repayment period of the loan, you may either come in-person or appoint your representative with your signed authorisation letter to the SFO during office hours or send in your early lump sum / partial repayment or restructuring repayment period request in writing by post, fax, e-mail or via the “SFO E-link” (applicable for early lump sum / partial repayment only). ** All applications for early lump sum / partial repayment or restructuring repayment period must be made in-person or submitted in writing. No verbal request would be entertained.
