HEC Prime Minister’s National Laptop Scheme

The Prime Ministers Scheme for Provision of Laptops is an attempt to enhance the scope of research and quality education in the country and increase the access to information technology.

Eligibility Criteria

1) Students, both male and , registered in an HEC approved educational institution are eligible for the scheme. All masters/doctoral students and 50% under-graduate students will get the laptop.

2) Laptops will be provided to following categories of students enrolled in any public sector HEIs of Pakistan and AJK duly recognized by HEC.
** MS (18 year education), M.Phil. & PhD scholars in any public sector HEIs
** Polytechnic students

Students of 1 or 2-year Masters Degree Program (morning & evening) who have secured :
60% or above marks in the last annual exam in case of annual examination system OR
70% or above (based on CGPA) cumulative of all previous semesters of semester system

Example :
i. A student studying in 1st semester or 1st year Masters program should have secured minimum 60% marks (if annual system) or 70% marks (if semester system) in Bachelor program.

ii. A student studying in any other semester (i.e. 2nd, 3rd and 4th) should have secured minimum 70% cumulative marks of all previous semesters

iii. A student studying in 2nd year of Masters program (annual system) should have secured minimum 60% marks in 1st year examination of Masters program.

Students of 4-year Bachelors Program (morning & evening) who have secured :
60% or above marks in the last exam in annual assessment system, or
70% or above (based on CGPA) cumulative of all previous semesters of semester system

Example :
i. A student studying in 1st semester or 1st year Bachelors program should have secured minimum 60% marks in Higher Secondary Certificate or equivalent.

ii. A student studying in any other semester (i.e. 2nd, 3rd, 4th, 5th,6th,7th or 8th) should have secured minimum 70% cumulative marks of all previous semesters

iii. A student studying in 2nd, 3rd or 4th year of Bachelors program (annual system) should have secured minimum 60% marks in previous examination (i.e. 1st or 2nd or 3rd) of Bachelor program.

Note :
1. Students eligibility and enrolment status as defined above shall be determined on the day of distribution of laptops at the HEI.

2. Criteria for Students enrolled in polytechnic institutes of Pakistan and AJK shall be defined in coordination with respective boards and will be updated accordingly.

The following will NOT be eligible for laptops under this scheme :
** Students of any government degree & postgraduate colleges
** Students enrolled in a Distance learning programme of any higher education institutes

** Students of any private sector higher education institutes
** Students who have received a laptop under any Federal or Provincial Government scheme

** Foreign nationals, except students from AJK and Indian Occupied Kashmir
** Any other students not listed above and/ or as identified and decided by the Steering Committee.

Note :
Only On-campus/ Resident students meeting the defined criteria are eligible for consideration under this scheme.

Distribution Criteria

Laptops will be distributed as per the order/sequence given below;
** 100% coverage to PhD, MPhil & MS (18 year education) students enrolled in any public HEI.
** 5% of the left over number of laptops be allocated to students enrolled in Government Polytechnic Institutes across Pakistan and AJK.

** Criteria for distribution of laptops amongst the students of government polytechnic institutes will be determined in coordination with respective Board of Technical Education.

** First level of distribution is based on Provincial enrolment share as to have proportionate number of students benefitted from the scheme.
** Second level of distribution is based on Institutional enrolment share as to have each institution its own allocation for students to compete.

** Third level of distribution is based on institution’s campus and/ or department eligible students’ ratio at each campus/ department to ensure all campuses/ departments benefit from the program.

Application Procedure

All public sector higher education institutes have been requested to provide the list of all eligible students meeting the criteria. Students do not require to apply specifically.

Merit List

1) The number of laptops which are being distributed by the Government of Pakistan is 100,000; whereas the students’ enrollment at higher education institutions and more importantly “eligible students” are large in number. Therefore, laptops will be distributed purely on Merit basis, however eligible students at each distribution level or group shall follow inter se merit.

2) The leftover laptops after distribution amongst the MS/ MPhil/ PhD students and deduction of 5% for students of government polytechnic institutes, each Institutional/ Campus/ Departmental allocation will be segregated as per following degree program and levels.

** 50% of allocated numbers to 1st year students in Bachelor programs
** 20% of allocated numbers to 2nd year students in Bachelor programs
** 10% of allocated numbers to 3rd year students in Bachelor programs

** 10% of allocated numbers to 4th year students in Bachelor programs or Masters (16 year education) 1st year (5% each if both exist)

** 10% of allocated numbers to 5th year students in Bachelor programs or Masters (16 year education) 2nd year (5% each if both exist). In absence of both, 10% will be equally distributed to 3rd year and 4th year allocations.

Note :
Any leftover laptops from any distribution level (i.e. Academic level, Departmental, Campus, Institutional, or Provincial Allocation) may be shifted to any other distribution level or to the central pool, with the approval of Project Steering Committee.

Example :
Institutional Allocation= (Institutional enrolment) / (Total enrolment in public HEIs) = 3,848 / 500,000 × 65,000 laptops = 500 laptops

Additional Simplified Procedure

The Higher Education Commission (HEC) of Pakistan is currently offering the Prime Minister’s National Laptop Scheme (PMNLS) to eligible students. The scheme aims to provide laptops to students enrolled in undergraduate and graduate programs at public universities in Pakistan.

To apply for the PMNLS, you must meet the following eligibility criteria:
** You must be a Pakistani citizen.
** You must be enrolled in an undergraduate or graduate program at a public university in Pakistan.
** Your CGPA must be at least 2.50 out of 4.00.
** You must not have received a laptop from any other government or non-government organization.

Once you have met the eligibility criteria, you can apply for the PMNLS by following these steps:
1. Go to the HEC website: https://www.hec.gov.pk/.
2. Click on the “PMNLS” tab.
3. Click on the “Apply Online” button.
4. Fill out the application form.
5. Attach the required documents.
6. Click on the “Submit” button.

The required documents for the PMNLS application are:
** Applicant’s CNIC copy: This document must be scanned and uploaded as a JPEG or PNG file.
** Applicant’s passport size photograph: This document must be scanned and uploaded as a JPEG or PNG file.
** Applicant’s academic transcript: This document must be scanned and uploaded as a PDF file.
** Applicant’s bank account details: This document must be scanned and uploaded as a PDF file.

Note:
The PMNLS application deadline is usually in the month of June. However, the HEC may extend the deadline if necessary. If you are selected for the PMNLS, you will be notified by the HEC.

You will then be required to submit the originals of the documents that you uploaded as part of your application. The PMNLS is a great opportunity for students to get a laptop at a subsidized price. If you are eligible for the scheme, I encourage you to apply.

  1. with reference (your email to me at pazira331 AT gmail.com) i.e pmlns AT hec.gov.pk Friday Oct 2016 at 11.25 AM in which you mentioned that in second para 1st line that “You are advised to collect your laptop on 24th Oct from AM to PM from NUML campus Lahore …” the distribution management team (consist of Ghafar khan etc.) not only denied to hand over my laptop to me but they said the HEC did no sent us your name and en gulped your laptop ( which is wrong actually they wanna do that) but also they hacked my email and deleted it from my system i have already complained to different authorities like Ahsan Iqball (federal minister and HEC Officials kindly look into the matter

    I have completed my 16 years of education (BBA Hons) from Fazaia College of Education for Women Lahore Cantt, which is affiliated from Air University Islamabad in July 2015. I got 3.46 CGPA. My college is not registered on eligible universities list but it is HEC recognized college. I want this laptop. Please consider me. It is a humble request.

  3. I am Israr Ali s/o Mehrab ali student of mehran university of engineering & technology jamshoro. I am currently studying in 2nd year in Institute of Petroleum & N.Gas engineering (MUET) jamshoro. I have passed all semester by above 73%. In 1st year my percentage is above 75% . I am an eligible student to this scheme according to HEC criteria. My name is not included in prime minister laptop scheme so that I am requesting you to please include my name in prime minister laptop scheme.

  4. I have completed my MSc with 3.5 cgpa and 76 % Marks.
    Our names were included in University list shown, but now we didn’t find our names in hec website.
    I am from Kashmir and topper of my class.
    So what should I do now?

    I am in a bit problem . I haven’t enter my HSSC marks and the e-mail that I have given is not in use because I forgot its password .
    Therefore I wanna ask , is there some solution for this?

  10. I have to know through reliable sources that govt affiliated colleges of abdul wali khan university are not eligible.
    But why?

  11. If a student have supply but having more than 75% marks he/she would be eligible for laptop?
