Registration of Short Term Employment :

A person may work in Estonia temporarily for up to 6 months during a year. Employment in Estonia is permitted to an alien, who stays legally in Estonia on the basis of visa or on the basis of visa-free stay and whose employment has been registered prior to the commencement of work.

An employer may apply for registration of short-term employment in Estonia:
In expedited procedure:
** for employment as a teacher or lecturer in Estonia in an educational institution which complies with the requirements established by legislation;
** for scientific research, provided that the alien has appropriate professional training or experience for such activities;
** for employment as top specialist, provided that the alien has appropriate professional training for employment in such sphere. You may find information about obligations of an employer of top specialist here.

In ordinary procedure:
** for artistic activities in the sense of Performing Arts Institutions Act by working in performing arts institution;
** in the capacity of a sportsman, coach, referee or sports official in order to engage in professional activities, by invitation of a corresponding sports federation;
** for employment for vocational training purposes by way of field training of foreign educational institution or students’ organisation or by referral of an educational institution, if this is a part of curriculum;
** for employment as service personnel of a diplomatic representation of a foreign state, by permission of the Ministry of Foreign Affairs;
** for employment as au pair;
** for employment as an expert, adviser or consultant, provided that the alien has appropriate professional training for such activities;
** for employment as an installer of equipment or a skilled worker if the alien has acquired professional training therefore;
** for participation in seasonal work involving the processing of primary agricultural products;
** for employment within the frames of a youth project or program, if such youth project or program has been acknowledged by the Ministry of Education and Science.

An employer may apply for registration of short-term employment in person, via an authorized representative at a Service Office, by post or by e-mail.

Documents requested for application:
** application form (complete on screen or print out and fill in by hand). Instructions for filling in the application form;
** annex of the application form (complete on screen or print out and fill in by hand). Shall be filled by the employer as legal person in case of joint representation right of the signatory persons;
** 1 colour photo with measures 40x50mm;
** copy of the page of alien’s travel document depicting his or her personal data;
** copy of the page with personal data of identity document of the person who submitted the application, if application is not submitted by an employer as a natural person or a signatory of the legal person as an employer;
** a document certifying the payment of the state fee.

Additional documents to be submitted when applying for registration of short-term employment:
** for artistic activities in the sense of Performing Arts Institutions Act by working in performing arts institution – please submit a document proving professional training or experience for such activities;
** for vocational training purposes by way of field training of foreign educational institution or students’ organisation or by referral of an educational institution, if this is a part of curriculum – please submit a certificate of the sending vocational training institution, students’ organization or educational institution.
** as service personnel of a diplomatic representation of a foreign state – please submit a permit of the Ministry of Foreign Affairs for employment as service personnel of a diplomatic representation;
** as an installer of equipment or a skilled worker – please submit a document proving professional training for such activities;
** as expert, adviser or consultant – please submit a document proving professional training for such activities;

By applying for registering of short-term employment, an alien’s travel document has to be valid for at least six months after the end of registration of the applied short-term employment.

Registration of or refusal to register work permit:
In expedited procedure the short-term employment shall be registered at the latest on the next business day following the date of submission of the application.

In the case of the grounds for registration of short-term employment, an alien can set to work in Estonia starting from the same calendar date when the employer registered the alien’s short-term employment in Estonia with the Police and Border Guard Board.

In the case of the grounds for registration of short-term employment, the registration of short-term employment shall not be refused. The conformity of the application and the compliance with the requirements shall be checked after the registration of short-term employment, and, if necessary, the registration shall be repealed.

In ordinary procedure shall be registered short-term employment shall be registered or refused to register within 10 business days starting from the date following the acceptance date of the application for proceeding.
