Application For Refugee Travel Document

Governing Law :

Applicant :
Foreign national who currently resides in Japan and is recognized as a refugee

When to submit :
No specific deadline specified.

How to submit :
Applicant must fill in necessary application forms, and make ready attached documents. In principle, applicant should submit these documents at a service counter of regional immigration office.

If the applicant is younger than 16 years old or is unable to submit the application form because of illness or other reasons, his/her relative may make application on behalf of the applicant.

Fee:
5,000 yen for receiving the travel document

Necessary documents (the number of necessary copies) :
Photos (The photos must be 5cm×5cm, must be taken within 6 months before the application procedure and cover upper body with uncovered head, indicating the name and the birth date on the reverse side.) 2copies

The applicant must present the following documents:
Passport or Certificate of Status of Residence (if the applicant alien is unable to present passport or Certificate of Status of Residence, the foreign national must submit a copy of document that describes the reason for not presenting it.)

Residence card; or Certificate of Refugee Status:
In principle, documents and materials which have been submitted will Not be returned to you. If you have submitted any original copies of documents and materials, which would be difficult for you to re-obtain, and would like to have them returned to you, please notify us when you file your application.

Format :
The immigration bureau accepts this format if you print it out on Japanese Industrial Standards A4 format.

Refer to your regional immigration office.

Where to submit :
The regional immigration office in charge of applicant’s address (Refer to your regional immigration office or immigration information center.)

Office hours :
9:00 to 12:00 and 13:00 to 16:00, weekdays (For more information on office hours or days of week for specific application procedures, refer to your regional immigration office.)

Screening criteria :
The applicant falls under the conditions stipulated in Article 61-2-12 of the Immigration Control and Refugee Recognition Act.

Standard procedures duration : About two weeks

Procedures for examinations for residence permits :
We human beings usually engage in a variety of social activities in our social life. From this viewpoint, foreign residents might also change their intention or activity while staying in Japan.

To evaluate what kind of impacts foreign resident’s activities have on Japan’s society, as well as to properly manage foreign residents in Japan, the immigration authority should not only manage foreign residents’ entry to or departure from Japan, but also administer their status of residence.

Foreign residents in Japan may not engage in certain activities that are unauthorized under their status of residence. In addition, they may not change their activities in Japan without applicable permission, intending to run business or engaging in an activity that will yield remuneration.

If a foreign resident would like to engage in an unauthorized activity under his/her status of residence, the foreign resident must apply for changing his/her status of residence and obtain permission from Minister of Justice to do so.

If a foreign resident intends to keep his/her current status of residence but wants to start an income-generating business or activity that is unauthorized under his/her status of residence, the foreign resident must obtain permission for engaging in such unauthorized activity in accordance with the prescribed procedures. If a foreign resident intends to stay in Japan beyond his/her period of stay, he/she needs to apply for extending his/her period of stay.

Foreign residents must go through certain procedures as long as they stay in Japan. These procedures are called “Residence Procedures.”
