FAQ On ELV

Online Elv Application – Frequently Asked Questions:
This section sets out a list of the most frequently asked questions about the online issue of Certificates of Destruction in respect of end-of-life vehicles scrapped by authorised treatment facilities in accordance with the requirements under the Waste Management (End-of-Life Vehicles) Regulations 2006 (S.I. No. 282 of 2006).

1Q. What services are available on this site?:
1A. The operator of an authorised treatment facility may process an end-of-life vehicle transaction online to facilitate the issue of a Certificate of Destruction and view all transactions processed by that facility online over a specified period of time.

2Q. Does a Certificate of Destruction issue for all end-of-life vehicles?:
2A. No. A Certificate of Destruction is only required in respect of an end-of-life vehicle which falls within either of the following vehicle types:
** motor vehicles having at least four wheels (or having three wheels when the maximum weight exceeds 1 metric ton), used for the carriage of passengers and comprising no more than eight seats in addition to the driver’s seat (i.e. Category M1 type approval);
** motor vehicles having at least four wheels (or having three wheels when the maximum weight exceeds 1 metric ton), used for the carriage of goods and having a maximum weight not exceeding 3.75 metric tons (i.e. Category N1 type approval).

3Q. What do I need to process an end-of-life vehicle transaction online?:
3A. To process an end-of-life vehicle transaction online, you will need the following vehicle / vehicle holder details:
** Vehicle Registration Number
** Vehicle Identifcation Number (VIN) / Chassis Number
** Vehicle Licencing Certificate / Vehicle Registration Certificate
** Name of Registered Owner / Vehicle Holder
** Nationality of Registered Owner / Vehicle Holder
** Where the end-of-life vehicle is an abandoned / impounded vehicle presented by a local authority or a Garda Division, the presentation of a Vehicle Licencing Certificate / Vehicle Registration Certificate will not be required.

4Q. When I process an end-of-life vehicle transaction, will a formal Certificate of Destruction issue to the registered owner of the vehicle?:
4A. Yes. Once an end-of-life vehicle transaction has been processed online by an authorised treatment facility, the online service will generate a formal Certificate of Destruction which will issue by post within four working days from the Department of Transport to the registered owner of the end-of-life vehicle. The printed receipt generated at the time the vehicle is deposited at your facility should be given to the vehicle holder as an interim record of the transaction.

5Q. Are there end-of-life vehicle transactions that cannot be processed online?:
5A. Yes. You will not be able to process an online end-of-life vehicle transaction for a vehicle that has a ‘stolen’ alert or a vehicle that already has a status of ‘end-of-life’. Where a vehicle is recorded as stolen you will need to contact us for assistance.

6Q. Can I view the end-of-life vehicle transactions I have processed online?:
6A. Yes. You can search for end-of-life vehicle transactions you have processed online by accessing the View Transactions link on the launch page. You will be required to enter a specific date range (to display transactions processed online in that period) or enter a specific vehicle registration number. Where transactions are displayed for that period or that vehicle registration, you can get further details by clicking on the Transaction ID button.

7Q. Can an online end-of-life vehicle transaction be cancelled?:
7A. No, an end-of-life vehicle transaction cannot be cancelled once it has been fully processed and a formal Certificate of Destruction has issued or is in the process of being issued. You will, however, have the opportunity to cancel an end-of-life vehicle transaction during various stages in the transaction process itself prior to its completion.

8Q. Can an online end-of-life vehicle transaction be amended?:
8A. No, an end-of-life vehicle transaction cannot be amended once it has been fully processed and a formal Certificate of Destruction has issued or is in the process of being issued.
