Residence Permit Issuance & Renewal :
1. Receiving a permit for residence in the Russian Federation:
State service on issue of permits for residence in the Russian Federation to foreign citizens and persons without citizenship

The service is designed for foreign citizens and persons without citizenship in the following cases:
1. On general grounds (residence in the territory of the Russian Federation for not less than one year on the basis of a temporary residence permit).
2. For participants in the State Programme of Support for the Voluntary Resettlement to the Russian Federation of Ethnic Russians Residing Abroad.
3. In the event of loss of the residence permit or change of name and/or surname.
4. For certain categories of citizens residing in the territory of the Russian Federation, whose citizenship of the Russian Federation has terminated, or who have been granted political asylum by the Russian Federation.
For providing the service, a state duty is collected.

2. Renewal of a permit for residence in the Russian Federation:
State service “Renewal of Permits for Residence in the Russian Federation”
The service is designed for foreign citizens and persons without citizenship who have a permit for residence in the Russian Federation that is about to expire.
For providing the service, a state duty of 2,000 roubles is collected.
The maximum time of processing an application for residence permit renewal shall not exceed the period of validity of the residence permit.

3. Receiving a temporary residence permit (visa regime):
State service – “Issuing a Temporary Permit for Residence in the Russian Federation to Foreign Citizens and Stateless Persons”. A temporary residence permit is the confirmation of the right of a foreign citizen or stateless person to temporarily reside within the territory of the Russian Federation until this foreign citizen or stateless person gets a permanent residence permit. A temporary residence permit is a special note made in the identification document of a foreign citizen or stateless person or a document of set form issued by the Russian Federation to a stateless person that has no identification documents.
The permit is issued for three years
Permit to a foreign citizen is issued in the form of a standard record in the identification document.
To persons without citizenship who do not have any identification documents, a permit is issued as a document of prescribed form.
For providing the service, a state duty of 400 roubles is collected.
The decision to grant or refuse a permit is taken within a period not exceeding 6 months from the date of application by a foreign citizen.

4. Receiving temporary residence permit (visa-free regime):
A temporary residence permit is the confirmation of the right of a foreign citizen or stateless person to temporarily reside within the territory of the Russian Federation until this foreign citizen or stateless person gets a permanent residence permit. A temporary residence permit is a special note made in the identification document of a foreign citizen or stateless person or a document of set form issued by the Russian Federation to a stateless person that has no identification documents.
The permit is issued for three years

The time of providing the state service at application of a request of a foreign citizen who has arrived into the Russian Federation according to a visa-free procedure shall be sixty days from the date the application has been accepted.
