Employment Services For Job-Seekers & Employers :
Pursuant to Law No. 7995, dated 20.09.1995 “On Fostering of Employment” (as amended ) and its implementing sub-legal acts, the National Employment Service, through its employment offices shall provide free of charge employment services throughout the whole country.

Such services shall entail information delivery to job-seekers on job vacancies, provision of counselling, job and profession orientation, and mediation for employment. Additionally, employers shall be provided with professional recruitment services, candidate presentation and description, employment support through employment fostering programmes. Upon the computerized operation of the employment services at all employment offices, online employment services will be provided to job-seekers and employers throughout the whole country.
Required Accompanying Documents
Any person living in Albania, that has reached the working age, who is personally presented to the relevant employment office to seek for a job and is able and ready to work, shall be registered as a job-seeker in order to benefit from the employment services, active employment programmes and other state services of income support. Accompanying documents:
** Identification document, accredited by law.
** Employment booklet.
Procedure Steps:
The relevant employment office shall asses and register as unemployed job-seeker anyone who is unemployed who declares that he/she is not in an employment relation, neither is he/she self-employed (shall file with this office his/her employment booklet), is seeking for a job and is ready to show up any time he/she is requested to.
The relevant employment office shall verify for each of its customers whether he/she is employed, unemployed or unemployed job-seeker regarding both individuals or state organizations, which are interested for that.
The applicant may be considered as unemployed job-seeker at least one calendar month following the day of his appearance for such purpose to the relevant employment office. The employers shall be presented to the employment office for declaring the employment, job vacancies which arise within the enterprise, the employment terms of disabled people, instances of expected bankruptcy and for benefits from the employment programmes and vocational training, etc.
Deadline for Making the Decision:
The individuals who either do not appear by the set deadlines, or object the employment or participation in the state programmes provided by the employment service, shall be cancelled from the unemployed job-seeker register.
Pursuant to Law No. 8872, dated 29.3.202 “On Vocational Education and Training”, as amended by Law No. 23.06.2011, Article 23, and Decision No. 196, dated 23.3.2003 “On Standards of Vocational Education and Training Curricula Development”, the Vocational Training Section at the National Employment Service shall monitor the training process of the Regional Directorates for Public Vocational Training, which provide vocational training courses.

During all the period that there are customers in the employment office (the job-seekers and employers).
